Abstract: The 2011 RAD-AID Conference on International Radiology for Developing Countries discussed data, experiences, and models pertaining to radiology in the developing world, where widespread shortages of imaging services significantly reduce health care quality and increase health care disparities. This white paper from the 2011 RAD-AID conference represents consensus advocacy of multidisciplinary strategies to improve the planning, accessibility, and quality of imaging services in the developing world. Conference presenters and participants discussed numerous solutions to imaging and health care disparities, including (1) economic development for radiologic service planning, (2) public health mechanisms to address disease and prevention at the population and community levels, (3) comparative clinical models to implement various clinical and workflow strategies adapted to unique developing world community contexts, (4) education to improve training and optimize service quality, and (5) technology innovation to bring new technical capabilities to limited-resource regions.

Abstract: Two resolutions emerged in the early 1990s to bring about the reform of Britain's rail industry. In 1991 the European Commission issued a directive, 91/440/EEC,1 calling upon each Member State to introduce a degree of open access rights2 to enable third party train operators to gain access on fair commercial grounds to the EC rail system. To this end, States were also directed at this time to separate their accounting systems for rail infrastructure from their operations, to facilitate transparency of track access costs. The subsequent European Commission's (1996) White Paper on railway financ es, A strategy for Revitalising the Community's Railways? called for Member States to allow their railways to operate on a commercial basis, and for governments to compen sate their railways for operating non-profitable services. EC Directive 91/440/EEC was implemented into UK law by the Railway Regula tions 1992; the Railways Act 1993 builds on the Directive's objectives. Abstract: This article examines the UK Regional Selective Assistance scheme, and critically appraises on-going reforms. These reforms have been triggered by the process of redrawing the map of eligible areas within new European Commission competition policy guidelines. A recent UK government White Paper on competitiveness has also led to significant changes being considered. It is argued that while the existing reforms have not fundamentally changed the nature of Regional Selective Assistance, they may well be harbingers of more threatening challenges, particularly after 2006.

Abstract: The White Paper, Caring for People: Community Care in the Next Decade and Beyond (Department of Health, 1989a) was published in November 1989. Its main recommendations were subsequently included in the National Health Service and Community Care Act 1990. This chapter looks at the early attempts of social services departments in two shire counties to think through their response to the emphasis of the White Paper on the need for social services to develop an enabling role which makes maximum use of the independent sector. This emphasis upon developing a range of service providers flows from a belief that the introduction of market elements into the provision of social care services will improve their efficiency and consumer responsiveness. The first section places the case studies into this national context not only by looking at recent debates about community care and the proposals of the White Paper but also by reflecting upon the broad trend to introduce market elements into a wide range of public services. This is followed by a description of community care arrangements, both present and proposed, in the two shire counties and a consideration of the extent to which the future pattern of provision is likely to possess the characteristics of an efficient market. The paper concludes with a general discussion of implementing markets in social care.
