TL;DR: In this paper, the monopole Hamiltonian is defined as the part of the interaction that reproduces the average energies of configurations, and a minimal form for the Hamiltonian was proposed, containing six parameters adjusted to reproduce the spectra of particle and hole states on doubly magic cores.

TL;DR: In this article, the Nolen Schiffer anomaly is reduced to small deviations from state-of-the-art shell model calculations that exhibit a secular trend, and it is argued that with state of the art shell model calculation the anomaly should disappear.
