:This article addresses two significant issues that arise in using earned value measurements (EVMs) to assess project progress: (a) the level of a product-oriented work breakdown structure (WBS) (Ruskin, 2004) at which EVMs should be made, and (b) the treatment of partly completed work. This article shows that EVMs should be made at the lowest level of the WBS for which budgets are available and should use the “0-100” approach in assessing earned value. Two Issues Concerning the Use of Earned Value Measurements

To improve the accuracy and efficiency of task decomposition of R&D (Research and Development) projects, a new decomposition method based on product structure tree was proposed. The relevance between product structure tree and work breakdown structure (WBS) was analyzed through their natural quality and association relations. The mapping rules between product components and project tasks were defined. Mathematical models about the mapping from components and parts to tasks and combining tasks were established. Based on the above mechanism and models, the automatic mapping transformation from product components to project tasks was achieved. A prototype system was developed based on the task decomposition method, and the system had been applied in R&D projects of a diesel engine factory, which verified its effectiveness and feasibility.

Task Decomposition Method of R&D Project Based on Product Structure Tree

The characteristics of international academic conference is analyzed specifically, the principle and process to design the organization structure and work breakdown structure (WBS) of international academic conference are proposed on the basis of the theory of event management and work breakdown structure in project management. Then the reference organization structure and general WBS of international academic conference are built. Finally, the actual value of the research is showed by being applied into the 38th International Conference on Computers and Industrial Engineering (CIE) and generating the specific responsibility matrix. A suitable way for the majority of international academic organizations can be attempted to explore to make the organization of international academic conference more subtle, specific, greater controllability.

Study on the organization and work breakdown structure of the international academic conference event management

This paper addresses variance analysis in earned value measurements (EVMs) when budgeted costs are based on estimates that have large uncertainties. EVMs have traditionally been predicated on budgets that are based on "exact" or deterministic estimates. In these traditional cases, whenever the difference between the actual and budgeted values for an individual project element exceeds some nominal threshold, project personnel are typically required to analyze and explain the variance between budgeted and actual amounts as a precursor to bringing their work under control. Research projects and technology, product, and software development projects, however, often have large uncertainties in their underlying estimates. In these cases, differences or variances between the actual cost and budgeted cost of project elements can exceed thresholds normally applied in EVMs even though actual element costs are still within their estimated ranges. If variance analysis is required in these situations, much annoying and perhaps needless and meaningless work is involved. In this paper, situations like this are examined, and a sensible approach to variance analysis is proposed for them
