Norms have never been absent from the study of international politics, but the sweeping “ideational turn” in the 1980s and 1990s brought them back as a central theoretical concern in the field. Much theorizing about norms has focused on how they create social structure, standards of appropriateness, and stability in international politics. Recent empirical research on norms, in contrast, has examined their role in creating political change, but change processes have been less well-theorized. We induce from this research a variety of theoretical arguments and testable hypotheses about the role of norms in political change. We argue that norms evolve in a three-stage “life cycle” of emergence, “norm cascades,” and internalization, and that each stage is governed by different motives, mechanisms, and behavioral logics. We also highlight the rational and strategic nature of many social construction processes and argue that theoretical progress will only be made by placing attention on the connections between norms and rationality rather than by opposing the two.

International Norm Dynamics and Political Change

The history of international political orders is written in terms of continuity and change in domestic and international political relations. As a step toward understanding such continuity and change, we explore some ideas drawn from an institutional perspective. An institutional perspective is characterized in terms of two grand issues that divide students of international relations and other organized systems. The first issue concerns the basic logic of action by which human behavior is shaped. On the one side are those who see action as driven by a logic of anticipated consequences and prior preferences. On the other side are those who see action as driven by a logic of appropriateness and a sense of identity. The second issue concerns the efficiency of history. On the one side are those who see history as efficient in the sense that it follows a course leading to a unique equilibrium dictated by exogenously determined interests, identities, and resources. On the other side are those who see history as inefficient in the sense that it follows a meandering, path-dependent course distinguished by multiple equilibria and endogenous transformations of interests, identities, and resources. We argue that the tendency of students of international political order to emphasize efficient histories and consequential bases for action leads them to underestimate the significance of rule- and identity-based action and inefficient histories. We illustrate such an institutional perspective by considering some features of the coevolution of politics and institutions, particularly the ways in which engagement in political activities affects the definition and elaboration of political identities and the development of competence in politics and the capabilities of political institutions.

Regions and Powers: The Structure of International Security

The collapse of the Soviet Union produced the greatest change in world power relationships since World War II. With Moscow’s headlong fall from superpower status, the bipolar structure that had shaped the security policies of the major powers for nearly half a century vanished, and the United States emerged as the sole surviving superpower. Commentators were quick to recognize that a new “unipolar moment” of unprecedented U.S. power had arrived.1 In 1992 the Pentagon drafted a new grand strategy designed to preserve unipolarity by preventing the emergence of a global rival.2 But the draft plan soon ran into controversy, as commentators at home and abroad argued that any effort to preserve unipolarity was quixotic and dangerous.3 Ofacials quickly backed away from the idea and now eschew the language of primacy or predominance, speaking instead of the United States as a “leader” or the “indispensable nation.”4 The rise and sudden demise of an ofacial strategy for preserving primacy lends credence to the widespread belief that unipolarity is dangerous and unstable. While scholars frequently discuss unipolarity, their focus is always on its demise. International relations scholars have become increasingly interested in norms of behavior, intersubjective understandings, culture, identity, and other social features of political life. However, our investigations largely have been carried out in disciplinary isolation. We tend to treat our arguments that these things "matter" as discoveries and research into social phenomena as forays into uncharted territory. However, scholars within the fields of international law, history, anthropology, and sociology have always known that social realities influence behavior, and each field has incorporated these social constructions in different ways into research programs. The evolution of international society

In the first major assessment of diplomatic dialogue since Nicolson's Diplomacy in 1939, Adam Watson traces the changing techniques of diplomacy from ancient times through the 'diplomatic society' of Europe to the present global system. In examining the conventions and institutions which help to shape the international system the author aims not so much to preserve diplomatic order which worked well in the past but rather to identify the continuities and the new conditions which will enable the dialogue to function in the future. He pays special attention to the extension of the dialogue into new fields and to the impact of the newly independent states of the third world. This leads him to argue strongly that the world's growing interdependence has increased rather than lessened the scope of diplomacy in the nuclear age.

Diplomacy : the dialogue between states

One aspect of international relations which interested Martin Wight particularly was the functioning of what are called systems of states. That has also been an area of my especial interest since the late 50s. It was the focus of the discussions of the British Committee on the Theory of International Politics. The committee was organized in the late fifties to bring, together people from different disciplines, practitioners as well as scholars. Herbert Butterfield and Martin were the founders and guiding spirits of the early years of the committee, and I was one of the original members. It was a collective enterprise: members submitted papers which left as questions those points on which the author did not feel certain of the answers. Martin told me that the most stimulating and interesting work he did during the 60s was writing papers for the committee and taking part in its discussions.
