According to W. Edwards Deming, American companies require nothing less than a transformation of management style and of governmental relations with industry. In Out of the Crisis, originally published in 1982, Deming offers a theory of management based on his famous 14 Points for Management. Management's failure to plan for the future, he claims, brings about loss of market, which brings about loss of jobs. Management must be judged not only by the quarterly dividend, but by innovative plans to stay in business, protect investment, ensure future dividends, and provide more jobs through improved product and service. In simple, direct language, he explains the principles of management transformation and how to apply them.

Communications of the ACM (CACM for short, not the best sounding acronym around) is the ACM’s flagship magazine. Started in 1957, CACM is handy for keeping up to date on current research being carried out across all topics of computer science and realworld applications. CACM has had an illustrious past with many influential pieces of work and debates started within its pages. These include Hoare’s presentation of the Quicksort algorithm; Rivest, Shamir and Adleman’s description of the first publickey cryptosystem RSA; and Dijkstra’s famous letter against the use of GOTO. In addition to the print edition, which is released monthly, there is a fantastic website (http://cacm.acm. org/) that showcases not only the most recent edition but all previous CACM articles as well, readable online as well as downloadable as a PDF. In addition, the website lets you browse for articles by subject, a handy feature if you want to focus on a particular topic. CACM is really essential reading. Pretty much guaranteed to contain content that is interesting to anyone, it keeps tabs on the latest in computer science. In this paper a MAS simulation environment is proposed to simulate the migration process in order to observe dynamic behaviours that may emerge at macro level. As a result of this analysis, it has been possible to identify behaviour patterns that can be represented using agent-based models. Moreover, with this approach predictive techniques has been included in order to represent the complex environment of the migration process and its interaction with other processes like Labour and Financial Markets and Security Forces Management.

Nowadays Multi-Agent Systems require more and more regulation and normative mechanisms in order to assure the correct and secure execution of the interactions and transactions in the open virtual organization they are implementing The Electronic Institution approach for developing Multi-Agent Systems implements some enforceability mechanisms in order to control norms execution and observance In this paper we study a complex situation in a regulated environment in which the enforceability mechanisms provided by the current Electronic Institutions implementation cannot deal appropriately with norm observance The analyzed situation is exemplified with a specific scenario of the mWater regulated environment, an electronic market for water-rights transfer After this example is presented, we extrapolate it to a more generic domain while also addressing the main issues for its application in general scenarios
