Second generation reform in Anglophone countries gave prominence to horizontal, crossgovernment, crossboundary and interagency questions. Having previously emphasized disaggregation and the di! usion of delegated and contractual responsibilities, in this new phase what was once broadly subsumed under coordination became mainstreamed under new terminology and emphases. The starting point, ‘wholeofgovernment’, is su" ciently broad to encompass a range of themes contending for distinctiveness as expressions of a horizontal focus (Christensen and Laegreid 2007), even if the reality is one of overlapping and inconsistent concepts and practice. The # eld is beset with di! erent terminologies and ambiguous use of them as well as $ uctuating fashions. For example, ‘joinedup government’ in the UK is often identi# ed with focusing on delivery agencies in different sectors (public, private and third), but also with crossboundary units and interdepartmental activity. Australia’s ‘wholeofgovernment’ approach encompasses a range of activities and has, in practice, been used to describe broader strategic and systemic initiatives of government.1 The notion of collaboration has been linked heavily to these horizontal developments; however, whether substantive collaboration – as opposed to cooperation, for example – has actually developed has been questioned (O’Flynn 2009). This chapter considers a range of horizontal experiments from the last decade drawing on the experience of Australia, Canada, New Zealand and the United Kingdom.2 It examines factors that account for the emergence of this distinctive ‘movement’ in these countries and the several strands that have contended for distinctiveness. The issues with realizing and sustaining e! ective horizontal government are common across the four countries. The prospects are both somewhat discouraging, judged by the mixed results of the experiments, and propitious in that the horizontal government continues to move into the mainstream.

The Right to Authentic Political Communication

This article examines the idea of the neoliberal city. Using the reform of the Detroit River international border crossing between Canada and the United States as a case study, the article explores the extent to which a small- to medium-sized Canadian municipality is capable of developing policy positions that challenge neoliberalism. The conclusion is mixed. Windsor City Council is not advancing policies that present a fundamental challenge to the economic status quo. It does not, for example, challenge the rationale that a new border crossing will facilitate freer trade. Nevertheless, neither are the municipal council's positions completely in line with arguments that municipal governments have no room to advance positions in opposition to major economic interests. The council is advancing policy positions opposed by major local, regional and international business interests. There is, therefore, some evidence of the possibility of local agency within the geography of neoliberalism.

Archival law from the trenches : the impact of archival legislation on records management in commonwealth countries

While network studies have focused on mapping out the structural linkages between participants within a policy network, less attention has been paid to the behaviours of policy actors. Attention to network behaviour is important because it varies and with implications for the performance, legitimacy, and effectiveness of government. This dissertation seeks to examine actor behaviour by investigating the challenges, opportunities, and coping strategies of public servants who work in policy networks. Interviews were conducted with forty-five Canadian federal public servants across four horizontal initiatives: the Mackenzie Gas Pipeline Project, the Sector Council Program, Team Canada Inc, and the Federal Initiative to Address HIV/AIDS in Canada. Together with organizational documents and reports, these interviews highlight the limited ability of networks to support long-term policy development, translate political ambiguity into policy outputs, generate effective leadership, and adopt new collegial cultures. Reconfiguration of existing accountabilities, renewal of central agency support structures, and increased senior leadership might help public servants to overcome key network challenges: gaining inclusion, obtaining commitment, facilitating collegiality, and achieving agreement. This work highlights the importance of actor-centred understandings of collaboration. It reveals distinct challenges for public servants when they collaborate with other public servants, stakeholders, and political actors and uses a framework of rule contestation due to an institutional deficit to understand why they face these challenges. In turn, the concept of rule contestation raises important questions regarding the fit of current political and administrative arrangements for governance in an increasingly networked era.

The 'sub-prime' meltdown has accelerated critiques of the economic modelling that underpinned the activities of banking and allied industries Coincidentally, there has been resurgence in interest in more socialised interpretations of economic life In this article we seek to show how it may still be possible to marry formal economic modelling with these more socialised concerns We argue that, at a time when many economists are anticipating slower growth rates in the future, such a possibility need not be disastrous Indeed, it could result in genuine gains in terms of sustainability and a more just and stable society Overall, then, we outline proposals for a different long-run economic trajectory and conclude with brief comments on the suggestion that Britain can validly overcome current deficits by copying the actions of the Liberal Government of Canada during the 1990s

Canada, Britain and the drive to restore economic growth

Before being overtaken by events of 11 September 2001, the topic of the Free Trade Area of the Americas occupied much attention in the US and Canada. The subject was approached as primarily a trade barrier agenda. However we here argue that globalisation and open markets have also been facilitated by issues of currency exchange rates and the fight against inflation. This, in turn, forces considering of the enduring hegemonic status of the US dollar as world numeraire. Floating exchange rates arrived when, in 1971, US President Richard Nixon unilaterally closed the Gold window at the Fed. This effectively ended the postwar Bretton Woods system of the dollar–gold relationship. That action also gave rise to the raging inflation of the 1970s. As inflation has been a problem for economic alignment, we need to look closely at how matters financial – as well as those of trade – affect prospects for the Free Trade Area of the Americas.
