Abstract: It is virtually impossible these days for a student to attend a high school in the United States without participating in one or more of the large-scale testing programs. Although there is no way to determine how many tests are actually administered each year under these programs, the number is surely several times the total high school enrollment. For example, the programs of the College Entrance Examination Board, the National Merit Scholarship Corporation, and the American College Testing Program alone administer more than three million tests to high school juniors and seniors annually. Furthermore, the proportion of the total student population participating in these programs continues to increase each year.
