Concepts of safety in structural engineering.

In trying to ensure the safety of their structures designers usually concentrate on technical matters that they directly control; typically designers aim at an economically adequate structural strength that provides for loads likely to occur during a structure's lifetime. Yet an examination of major structural accidents reveals as contributory causes a number of parameters outside the direct or customary control of structural designers. These parameters are found to relate to the “atmosphere” surrounding the purpose, design, construction, and use of engineering structures and to affect their safety much as the geographic climate affects human habits and health. The paper studies these parameters under the heading of “engineering climatology”. To do so, it examines a number of well-known major structural accidents and defines the climatic parameters that arise in terms of the prevailing political, financial, scientific, professional, and industrial conditions. It is hoped that by so doing, it will aid engineering designers to recognize more clearly and possibly influence for the better, “the climatic conditions” under which they are working on any particular project and so contribute to its safety.
