Tourism as a factor of restructuring the economy of resource-producing regions of the Arctic (on the example of the Yamalo-Nenets Autonomous District)

The Arctic zone of the Timan-North Ural Region, to which the Komi Republic belongs, has a rich resource potential that is underdeveloped and ecologically vulnerable. The article presents the results of the economic evaluation of mineral resource potential of the Region Arctic zone, which show its high potential cost and an insignificant share of resources involved in industrial development. The authors base the assessment on their methodology, which includes the identification of the most economically promising mineral objects, an estimation of the gross value of resources, an evaluation of deposits via the net present value method with determination of the budget efficiency of the projects. The authors consider environmental risks by calculating the value of environmental services and analyzing their consumption and benefits. They calculate the cost of the mineral resource potential, taking into account the factor of ecosystem services, on the example of the Nechensky lignite deposit assessment. They outline that the assessment of the mineral potential of the region due to be based on the most significant objects, take into account types of raw materials, the size of deposits and technological features of development, and include the analysis of economic and geographical factors when choosing objects. The key indicator is the net present value of reserves taking into account the estimated resources of the prospection phases. The calculation of ecosystem services should also be included into the overall assessment of the raw material potential.

Economic assessment of mineral resource potential of the Komi Republic Arctic territories

The aim of the study was the economic assessment of promising mineral resources of the Arctic zone. The objectives of the work included the assessment and ranking of deposits and occurences of minerals in the Arctic regions of the republic according to the degree of investment attractiveness for the formation of programs for the development of the mineral resource base of the region, taking into account environmental restrictions. As a result of the study, an economic assessment of the mineral resource potential of the Arctic zone of the Komi Republic was carried out, a new methodological approach to assessing the mineral resource base of the region was proposed, which allows to identify promising types of raw materials with the possibility of involving them in industrial development.

Economic assessment of mineral resources of the Arctic zone of the region taking into account the environmental factor

The paper presents an approach to the analysis and evaluation of integrated investment projects, which consist of infrastructure facilities and industrial clusters, allocated in poorly developed areas rich with natural resources. It shows the feasibility of a public-private partnership during the construction of infrastructure facilities in order to minimize the risks and maximize the benefits. The conceptual framework of developed approach is associated with the ideas and principles of the «impact investing» («creating shared values») and inclusive economic development. These are increasingly used in the world, especially to accelerate the socio-economic development of the backward countries and territories. The article describes an international experience and justifies the relevance of the application of these concepts to the Russian context. We revealed methodical problems associated with the applying of traditional methods to evaluate economic effects of the project investment in conditions of high uncertainty. It is necessary to use models and methods (real options analysis, fuzzy cognitive models), which allow directly to take into account uncertainty and project risks. The novelty of the article consists in methodical tools for evaluating the socio-economic efficiency of the complex projects for infrastructure development and resources development. The elaborated approach has been applied for substantiation of the road construction project in the Berezovsky district of Khanty-Mansi Autonomous Okrug. It is shown that there are opportunities to generate a complex of institutional, organizational and financial conditions, under which the implementation of the project will be attractive for investors and for the state and will bring socio-economic benefits to the territory. The proposed approach and tools can be used in the socio-economic strategic planning under the justification of infrastructure projects in the new development areas of resource rich regions.
