An integrated framework for rural electrification: Adopting a user-centric approach to business model development

Rural area electrification in developing countries helps to improve the quality of life of the people. It increases productivity and supports education. It also discourages people from migrating towards urban areas. In India about 70% of the population lives in rural area, hence it is necessary to electrify these villages to achieve inclusive economic growth. Transmission and distribution of power to this less densely populated areas which are located far away from the power generating stations is the major reason for not able to achieve 100% electrification in the country. Hence it is necessary to find out an energy source which can be decentralized to supply power to these hamlets. As India is blessed with solar energy which is omnipresent in almost all parts of the country, micro grid system which uses solar photo voltaic panels seems as the finest option. The solar photo voltaic system converts light energy into direct current power using photovoltaic effect. Battery is used to store the extra power generated during the day and used during nights. Inverters and power conditioning devices are used to convert direct current power generated by solar photo voltaic systems to alternative current, which is supplied to the load using power distribution network which adds to system cost. At present the capital cost and the land requirement for this system is higher than all other renewable energy power generation system. But it has very less operation and maintenance cost which makes it superior to other system. Moreover additional modules can be added to it when the power demand increases. This paper says about how rural area electrification can be achieved in India by solar photo voltaic system micro grid system and the challenges which has to be over come during implementation.

Opportunities and challenges in setting up solar photo voltaic based micro grids for electrification in rural areas of India

Transforming today’s energy systems in industrialized countries requires a substantial reduction of the total energy consumption at the individual level. Selected instruments have been found to be effective in changing people’s behavior in single domains. However, the so far weak success story on reducing overall energy consumption indicates that our understanding of the determining factors of individual energy consumption as well as of its change is far from being conclusive. Among others, the scientific state of the art is dominated by analyzing single domains of consumption and by neglecting embodied energy. It also displays strong disciplinary splits and the literature often fails to distinguish between explaining behavior and explaining change of behavior. Moreover, there are knowledge gaps regarding the legitimacy and effectiveness of the governance of individual consumption behavior and its change. Against this backdrop, the aim of this paper is to establish an integrated interdisciplinary framework that offers a systematic basis for linking the different aspects in research on energy related consumption behavior, thus paving the way for establishing a better evidence base to inform societal actions. The framework connects the three relevant analytical aspects of the topic in question: (1) It systematically and conceptually frames the objects, i.e. the energy consumption behavior and its change (explananda); (2) it structures the factors that potentially explain the energy consumption behavior and its change (explanantia); (3) it provides a differentiated understanding of change inducing interventions in terms of governance. Based on the existing states of the art approaches from different disciplines within the social sciences the proposed framework is supposed to guide interdisciplinary empirical research.

Modern energy sources are important input factors for human development. Although official estimates indicate that 85% of Indian villages are electrified, fewer than 60% of Indian households actually consume electricity. Therefore, one observes a considerable spatial heterogeneity in electrification rate. This paper examines the factors that influence household and village electrification, with particular attention given to the influence of geographic factors. The analysis shows that village electrification is constrained by state area and village structure. In addition, a high share of agricultural areas seems to have a positive effect. Household electrification depends on household characteristics, the degree of community electrification, and the quality of electricity supply, and it is independent of geographic factors. Surprisingly, household expenditure and, in particular, the electricity tariff show only a relatively small effect on a household‘s choice for electricity.

Regional disparities in electrification of India – do geographic factors matter?

The EU Commission has introduced the instrument of National Energy and Climate Plans (NECP) to better achieve energy and climate policy targets. In Germany, a comprehensive study was commissioned for this purpose. Its methods and main results are presented here. It starts with a set of energy system models that maps the necessary changes in the energy system, together with corresponding measures bottom-up. The results then enter the PANTA RHEI macroeconometric top-down model as scenario inputs to determine the socioeconomic effects. According to the bottom-up models, achieving the target of 55% GHG reduction by 2030 will not be easy. The macroeconomic effects are mostly positive. Driven by additional investment, GDP and the number of jobs will be higher than in the baseline. The construction and service sectors can benefit from energy and climate policy measures. The share of final consumer expenditures on energy in GDP declines by 2030 compared to today. However, the direction and magnitude of the effects are not undisputed in the literature. The results show that ambitious climate policies are possible in Germany, which can also improve the achievement of economic and social goals.

Socioeconomic Effects of Ambitious Climate Mitigation Policies in Germany

The work presented here aims to generate a consistent and detailed data base of energy consumption and associated CO2 emissions for the years 2005 to 2014. The breakdown of energy consumption into consumption sectors, uses, applications and energy sources enables to track the increase of energy efficiency in the described segments over time at a detailed level. For the differentiation of energy consumption, primary importance was attached to calculating the results using publicly available sources in the most straightforward, transparent, and verifiable manner possible. Where no published data could be drawn upon, the assumptions made were clearly laid out. For the four consumption sectors, various methods were implemented depending on the available data. In the private household sector, it was primarily bottom-up calculations which were carried out. For the tertiary sector, energy consumption was essentially extrapolated on the basis of a regularly conducted survey regarding energy consumption. Calculations in the industrial and transport sectors were carried out via both top-down observations and bottom-up calculations. The energy consumption of the four consumption sectors was broken down into several hundred individual fields. The results were allocated to four different (differentiation) levels. Level 1 has the lowest degree of detail, with results becoming successively more detailed and differentiated in Levels 2 and 3. Level 4 contains a variety of selected aspects for the sectors from which additional information about the development of efficiency can be derived. All the results of the data base were made available in an Excel file. Datenbasis zur Bewertung von Energieeffizienzmaßnahmen in der Zeitreihe 2005 - 2014

Fur die Transformation des Energiesystems zu einem klimafreundlichen System und dem gleichzeitigen Ausstieg aus der Kernenergie bis zum Jahr 2022 bei Gewahrleistung einer sicheren, wirtschaftlichen und umweltvertraglichen Energieversorgung sind technologische Entwicklungen und Investitionen notwendig Da die Energiewende mit gesamtwirtschaftlichen Effekten und vielfaltigen Verteilungswirkungen verbunden ist, ist es fur die Akzeptanz der Energiewende entscheidend, dass sie gesamtwirtschaftliche Vorteile bzw keine inakzeptablen Nachteile mit sich bringt und negative Verteilungswirkungen fruhzeitig erkannt, begrenzt und – wenn moglich – ausgeglichen werden In diesem Teilbericht zum gesamten Forschungsvorhaben 21/15 „Makrookonomische Wirkungen und Verteilungsfragen der Energiewende“ werden die Ergebnisse der makrookonomischen Analyse aus Arbeitspaket 3 vorgestellt Zur Ermittlung der gesamtwirtschaftlichen Wirkungen der Energiewende in der Vergangenheit und zu zukunftigen Wirkungen werden modellgestutzt zwei Szenarien einander gegenubergestellt Das Energiewende-Szenario EWS bildet eine Welt ab, in der die Energiewende seit dem Jahr 2000 so ablauft, wie sie auch faktisch stattgefunden hat und in der in der Zukunft die Ziele der Energiewende erreicht werden Das Kontrafaktische Szenario KFS bildet eine in sich konsistente alternative Entwicklung ab, die wie folgt beschrieben werden kann: Ab dem Jahr 2000 fand keine Forderung von erneuerbaren Energien und Energieeffizienz statt und wird auch in Zukunft nicht stattfinden Zur Energieumwandlung werden ab dem Jahr 2000 nur diejenigen Technologien eingesetzt, die sich marktgetrieben durchsetzen Der Vergleich okonomischer Kenngrosen unter den jeweiligen Szenarioannahmen lasst Ruckschlusse auf die gesamtwirtschaftliche Vorteilhaftigkeit eines Szenarios gegenuber dem anderen zu Im Anschluss an die Ausgestaltung der beiden Szenarien sowie die ihnen zugrunde liegenden Annahmen und Rahmendaten fur die Entwicklung von 2000 bis heute wird die Entwicklung von Primar- und Endenergieverbrauch sowie der energiebedingten THG-Emissionen in den beiden Szenarien ausfuhrlich beschrieben Diese Szenarien werden in das umweltokonomische makrookonometrische Modell PANTA RHEI eingestellt Die damit ermittelten gesamtwirtschaftlichen Ergebnisse werden umfanglich dargestellt und anschliesend verschiedene Sensitivitatsrechnungen durchgefuhrt Zum einen werden die Effekte des Szenarienvergleichs aufgespalten in Wirkungen auf dem Strommarkt und Effekte, die durch hohere Energieeffizienz und erneuerbare Energien in den verschiedenen Verbrauchssektoren ausgelost werden Zum zweiten werden Analysen fur die EU-Kommission nachvollzogen, die den Einfluss unterschiedlicher Restriktionen auf Markten und ihre Umsetzung in konkreten Modellen betrachten Es folgt eine Einordnung der Ergebnisse, sowohl durch den Vergleich mit nationalen und internationalen Ergebnissen als auch durch Aufzeigen der Grenzen der Modellrechnungen Auserdem bietet der Report einen kurzen Uberblick daruber, wie und wo weitergehende Effekte quantifiziert werden (konnen) Er schliest mit einer kurzen Zusammenfassung sowie einem Ausblick
