Este articulo es, a dia de hoy, una de las piezas clasicas y fundamentales para la posibilidad de estudiar las relaciones globales de poder a partir de las herramientas conceptuales desarrolladas por Gramsci a lo largo de su obra. Cox, contribuye de esta forma a las corrientes criticas de las Relaciones Internacionales al discutir varios conceptos gramscianos y cuales serian las implicaciones para estudiar las relaciones internacionales en distintos periodos de hegemonia y contrahegemonia. De igual forma, el autor planteo la cuestion –en su momento novedosa– de la relevancia de tomar en cuenta los procesos internos de construccion de bloques historicos contrahegemonicos como aquellos que podrian tener un efecto revolucionario en las estructuras y organizaciones internacionales, asi como ruptura con la hegemonia plasmada como una clase perteneciente a un orden economico universal transnacional.  This article is a classic and fundamental for approaching global power relations with the conceptual tools developed by Gramsci. Cox contributes to critical thought in International Relations by discussing various gramscian concepts and what their implications are for the study of different historical forms of hegemony and counter-hegemony. Also, the author draws our attention –novel at the time of its publicaction– to the relevance of taking into account the construction of domestic counter-hegemonic historic blocs. He suggests that these could have a revolutionary effect on international structures and organizations, as well as rupture with the hegemony performed by the transnational economic order.

Educational systems

As the term ‘soft power’ in international relations (IR) has been coined by Joseph Nye a quarter of a century ago it has gained a great response and initiated numerous debates. A high quality education sector is one of the important factors that contributes to a country’s soft power. Despite that, as shown in the article, education has not been adequately covered in the existing IR literature. The article addresses this lacuna by offering an attempt to conceptualise and operationalise the educational aspect of soft power. First, with cases from the People’s Republic of China and Finland, it provides various examples of growing internationalisation of education, and analyses possible soft power gains from education. Second, the article provides a theoretical conceptualization of educational soft power, and presents three mechanisms that it can work through: as a carrier of genuine values, as a resource that countries possess, and as a tool in achieving certain goals. All three mechanisms also show how increasing internationalisation brings more direct connections between education, international relations, and foreign policy.

The goal of this work is to better understand the institutional changes in the educational systems of the Czech Republic, Hungary, Poland and Slovakia. We demonstrate that the educational reforms implemented during the transformation introduced very different institutional arrangements in the four countries, despite the fact that their systems shared many common characteristics at the beginning of the 1990s. Differences between the national approaches to educational reforms are particularly reflected in the modes of education decentralisation, the level of school autonomy, accountability and funding mechanisms. We believe that different institutional arrangements may have contributed to the divergent achievements of the Czech Republic, Slovakia, Hungary and Poland in the PISA programme.

Common legacy, different paths: the transformation of educational systems in the Czech Republic, Slovakia, Hungary and Poland

The paper discusses the state of International Relations (IR) in Poland. In the first part, it shows IR’s history, institutional conditions, and its level of internationalisation, particularly the influence of Polish scholars working in the West on the development of the discipline. In the second part, it offers a systematic empirical analysis of IR articles published from 2007 to 2012 in Poland’s top seven IR and political science journals concerning the areas that IR scholars work in, the theories and methods they apply, and their geographical areas of interest. The findings show that a descriptive approach dominates and that there are significant deficiencies in both the methodology (particularly quantitative methods) and the theory of IR. However, the Polish community of IR scholars is aware of these weaknesses and is undertaking organisational efforts aimed at improving the quality and status of IR scholarship in the country.
