Towards sustainable tourism planning in New Zealand: monitoring local government planning under the Resource Management Act.

Purpose – The indigenous Māori culture of New Zealand offers valuable insights for the development of ideas about the concept of asset. To highlight such insights, and to encourage a rethinking, this paper aims to explore the meaning of the closest Māori term to asset, taonga.Design/methodology/approach – The critical review the authors conduct fuses Western literature‐based scholarship with an indigenous scholarly method that utilises oral information and the written literature of Māori scholars who have recognised traditional and scholarly credentials.Findings – Taonga includes a sacred regard for the whole of nature and a belief that resources are gifts from the gods and ancestors for which current generations of Māori are responsible stewards. The concept of taonga in Māori culture: insights for accounting

There is a need for better understanding and estimating forests non-market values. This study aimed to investigate the environmental and social values of plantation forests in New Zealand focusing in Hawke’s Bay. Identified stakeholder groups considered Erosion control, Water quality and quantity, Employment, Increased living standard, and Recreation as the most relevant values. These became the focus of the study. The environmental value of plantation forests was estimated through choice modelling. The results indicated that respondents with higher education levels and positive attitude towards community values were more willing to pay for improved levels of land stabilisation and water quality.

Environmental and Social Values from Plantation Forests: A Study in New Zealand with Focus on the Hawke’s Bay Region

Phytophthora ramorum, the cause of sudden oak death in the westernUSAand a damaging pathogen in Europe, is a biosecurity threat of unknown magnitude to New Zealand and Australasia because of its presence in traded ornamental plants. Knowledge of potential hosts acting as carriers and of symptoms caused by the pathogen on such hosts will strengthen precautionary quarantine regulations to prevent inadvertent introductions of P. ramorum into the region. Also, the identification of potential hosts will permit determination of areas at risk within countries that do not have P. ramorum. Susceptibility of New Zealand plants, including 17 endemic and three commercial species (Eucalyptus globulus, Pinus radiata and Acacia melanoxylon), as well as two known Rhododendron cultivar hosts, was determined by analysing the size of lesions on inoculated excised leaves and branches, while infectivity was determined by counting sporangia produced on leaves. In order to identify extremely susceptible hosts, seven species were inoculated using three concentrations of zoospores ranging from low (1×102 zoospores/mL) to high (5×103 zoospores/mL). In branch inoculations, P. radiata and Nothofagus fusca were as susceptible as the Rhododendron cultivars. Pseudopanax arboreus, Fuchsia excorticata and one Rhododendron cultivar were equally susceptible in leaf inoculations. However, F. excorticata was the only species with 100% infected leaves, high foliar sporulation and was highly susceptible at all three zoospore concentrations. Leptospermum scoparium was the only asymptomatic foliar host that had high reisolations of the pathogen. F. excorticata, P. radiata, N. fusca, P. arboreus and L. scoparium should be added to the potential host list for P. ramorum and monitored for symptoms and sporulation in gardens and nurseries in theUSAand Europe. As part of a precautionary strategy, these species are suitable candidates for targeted surveillance programs in high-risk incursion areas of New Zealand. Furthermore, the sympatry of foliar hosts with high infectivity and of highly susceptible stem hosts was identified: these areas may be at risk for the development of a forest epidemic.

Susceptibility of New Zealand flora to Phytophthora ramorum and pathogen sporulation potential: an approach based on the precautionary principle

This paper examines developments in language policy planning in New Zealand over the last 20 years. The paper begins with a description of the New Zealand educational context, the country’s changing demographics, and the uptake for learning languages as an elective in schools. The historical and sociopolitical contexts for language planning are described. The paper explores the nature of the curriculum as policy, using examples from a range of languages to support its line of argument. The paper presents curriculum reform as a site for enquiry and subsequent potential for change within changing sociocultural contexts and educational expectations. Some concluding remarks highlight the need to attend to the ‘policy carriers’ at the local level, if language policy planning, in whatever form it may take, is to be effective.

The Practice of Policy in New Zealand

Pitcairn is in the news, and for all the wrong reasons. Allegations of widespread sexual offending have triggered a long-running criminal investigation with, at the time of writing, no clear end in sight. These developments raise a number of significant domestic and international public law issues for Pitcairn. It is the purpose of this paper to comment on a few of those issues in the hope of stimulating further consideration of the matters of law that confront the people of this small South Pacific territory.

When the British gained sovereignty over Mauritius in 1810 they promised to leave the customs and laws of the people untouched, l but as time went by the English presence inevitably altered not only the methods of administration of the Island, but, naturally enough, the private law as well. Today the law is basically that of Napoleonic France with a strong overlay of English law, particularly in the commercial law field. The persons who make this interesting amalgam an operative reality are the barristers, solicitors, notaries, and judges of the Island.

Mauritius: The basis of the legal system

The Free Trade Agreement between the Government of the People’s Republic of China and the Government of New Zealand was signed in Beijing on 7 April 2008 in the presence of the Chinese Premier, Wen Jiabao, and the Prime Minister of New Zealand, Helen Clark. This was a significant event for both countries and in particular for the government of New Zealand. Both countries are parties to a number of other trade agreements but for both, this treaty represents something new. For a small country like New Zealand to have a free trade agreement with the largest country in the world, which is also one of its major trading partners, is a considerable achievement. For the People’s Republic of China too, this document has particular significance because it is its first free trade agreement with a developed country. The Agreement is marked by a remarkable mutuality and lack of conditionality.

There are three main conceptual approaches to matrimonial property in the western world: unitary, separatist, and communal. This article briefly discusses these approaches, and then applies them to past and current law. In particular, focus is attracted to the different types of matrimonial property in the Matrimonial Property Act 1976.
