We are living in a world that is changing rapidly and becoming more globalized. Especially the changes in the areas of science, technology and economy are becoming effective in the areas like education and health that are closely related to human life. We are experiencing a quick process named ’globalization’ that changes economic, social and political structures of the world and that no one can predict the outcome. These changes create new opportunities while opening new challenging areas. In order for countries to compete with each other, they need to be creative in all areas and they also need to be reformist to cope with domestic, national and global problems. In this study, the innovations in the area of education throughout the world will be examined and the place of Turkey compared to other countries in educational innovations will be analyzed. Also the concept of ‘Charter Schools’ as acceleration in educational innovation in the United State of America, who is the leader in terms of innovation in the World, will be analyzed. This study will also analyze the Charter Schools in the USA and discuss whether the concept can be implemented in Turkey and bring dynamism to education or increase the quality of education. While looking for the answers of these questions, the researcher conducted a literature review and also used the data he gathered while staying in the USA for nine years for pursuing his MA and PhD degrees.

Innovation and Education

Purpose: Attention to the problems of social and economic development of rural areas by Government authorities, economists and the scientific community was mainly theoretical or sometimes targeted practical in nature. Design/Methodology/Approach: At the same time, rural poverty and high unemployment rate, worsening demographic situation, reducing network of institutions of social infrastructure in rural areas, which together have a negative impact on the reproduction of labor resources, lower production volumes and high migration rates have always been the problems of rural development in the country. Findings: Overall, sustainable development of rural areas characterizes, on the one hand, external major natural resource constraints that form a distant prospect, and on the other hand, determine the possibilities of social and economic development of rural communities, economic entities, diversification of the territory’s economy, the formation of new activities and environmental engineering. This is a very wide range of problems, which are currently considered from different perspectives in Russia and in several countries of the world. Practical implications: The article discusses the problems of economic development of rural areas as the main factor in ensuring the sustainable development of rural areas of the agrarian regions of Russia. Originality/Value: The authors define the core resources for development of the rural areas in the region, provide an overview of agribusiness and tourism industry clusters, reveling their points of growth, cluster sales channels, tourism and recreation development.

Sustainable development of territories based on the integrated use of industry, resource and environmental potential

Professionally significant qualities of a modern teacher include his/her ability to think and act outside the box, to invent and develop new ways of addressing professional issues. Today, there is a contradiction between the society's need for creative and resourceful teachers and the inability of the vocational pedagogical training system to create the necessary conditions for organizing the process of forming creative thinking in students-future teachers. The analysis of the scientific literature on the problem under consideration leads to the following definition of "creative thinking": it is a type of thinking resulting in a creation of a subjectively new product, which, in turn, implies new formations in the cognitive activity. The researchers of creative thinking phenomenon define certain characteristics and properties, which distinguish this type of thinking from other types. Formation of creative thinking in students becomes possible under several subjective and objective conditions in the educational environment of a higher educational institution (HEI). To access the formed level of creative thinking in future teachers, the authors conducted an ascertaining experiment that suggested testing students by J. Bruner’s method and questioning them according to the authorial method. The analysis of the data obtained showed that the conditions created in a HEI are not sufficient for formation of high-level creativity. It was found that only a third of the surveyed students have a high level of creative thinking. In addition, the study confirmed the hypothesis that regular leisure fiction reading contributes to a higher level of creativity in future teachers. The study of the problem of developing creative thinking in future teachers requires further examination of factors and conditions, which determine the effectiveness of this process in a HEI.

Developing Creative Thinking in Future Teachers as a Topical Issue of Higher Education.

Purpose: At present, high and sometimes record indicators have been achieved for the individual branches of agricultural production. Further intensive development of agriculture is due to the search for new ways to increase labor productivity and lower production costs which is the main aim of this research. Design/Methodology/Approach: The methodological basis served as a systematic approach, which ensured comprehensiveness and purposefulness. Analytical, abstract-logical, economic-statistical, monographic and experimental research methods were also used in this work to examine problems and prospects of sectoral digitalization. Findings: The agro-industrial complex demonstrates the growth of production indicators and is on the rise. The target indicators, laid down in the Food Security Doctrine, have already been achieved by many indices. To a large extent, it is due to a significant increase in the agro-industrial complex. Practical implications: A proposed platform that would ensure a breakthrough in further technical modernization of production, can be created only if the technologies are improved based on their digitalization and orientation towards a specific consumer. Originality/Value: The pin-point introduction of digital technologies in agricultural production confirms the high efficiency of the full innovative technical modernization. The proposed digital transformation of management in the agro-industrial complex of Russia is the value of this research with its originality compared to other ideas.

Regional Aspects of Sectoral Digitalization: Problems and Prospects

One of the most promising forms of implementing active teaching methods is distance learning, or e-learning. During the last decade e-learning was most often associated with the so-called mass open online courses, the MOOCs. In Russian and Kazakhstan universities, e-learning is often blended with the traditional type of in-class education and is known as "blended learning". A certain lack of research on the use of distance learning in Russian universities determined the topic of this paper. The initial assignment was to launch blended learning in 6 groups of students of general engineering and at the Engineering and Technology Faculty of  Elabuga Institute of the Kazan Federal University, and  Philology disciplines at the Kazakh Philology Faculty of the State university named after Shakarim in Semey city and to study the attitude of students to distance learning during 2017-2018 academic year. Methods of research involve literature review, pedagogical observation, experiment, questioning and theoretical analysis. Results of the research show some interesting observations on the attitude of students and institute professors to the use of e-learning. Also, the research shows positive results of the use of blended learning methodology in studying some general technical disciplines during baccalaureate program

Distance Learning in Higher Education Institutions: Results of an Experiment

The paper discusses the issues of developing schoolchildren's creative potential in Tatar and Kazakh languages and literature classes. The authors define the environmental conditions, including the educational environment, as an important condition for the development of creativity and innovative thinking. According to the Federal State Education Standards (FSES), schooling should be focused on simultaneous achieving subject, meta-subject, and personal results. The authors consider developing creative potential as a process aimed at formation of personal results since the ability to think outside the box can be viewed as a personal quality contributing to self-determination in a profession and as a person. The study shows that modern textbooks of Tatar and Kazakh languages and literature focus on the actualization of creative thinking. At the same time, the authors emphasize that a textbook is only a crutch, while teacher's creative understanding of the tasks proposed in textbooks and methodological guidelines play a much greater role.

Developing Creative Potential of a Schoolchild by Means of Native Language

The article is devoted to the problem of implementation of hermeneutical approach to the text. The author who has worked with students of philological faculty for more than 25 years is concerned about the tendency of a pragmatic approach to the text of an artistic work which manifests in the fact that a modern student-reader refers to the work often without entering into a mental dialogue with the author of the text but only watches the development of events. The result of this reading is the lack of own interpretation of the text, inability to determine the role of symbolic details, highlight the author's position. As a way out the author offers practical classes in literature based on the hermeneutical approach to the text.
