'Helping People Help Themselves': Democracy, Development, and the Global Politics of Poverty in Canada, 1964-1979

In this introduction we argue that access and property regarding natural resources are intimately bound up with the exercise of power and authority. The process of seeking authorizations for property claims also has the effect of granting authority to the authorizing politico-legal institution. In consequence, struggles over natural resources in an institutionally pluralist context are processes of everyday state formation. Through the discussion of this theoretical proposition we point to legitimizing practices, territoriality and violence as offering particular insights into the recursively constituted relations between struggles over access and property regarding natural resources, contestations about power and authority, and state formation.

Author(s): Zablotsky, Veronika | Advisor(s): Dent, Gina | Abstract: This dissertation reconsiders the history of Armenian displacement from the standpoint of feminist and postcolonial theory. It investigates how colonial imaginaries of the Armenian nation were produced by trans-imperial entanglements between the Indian Ocean, the Mediterranean, and the North Atlantic since the early modern period in order to develop a postcolonial critique of neoliberal development in post-Soviet Armenia. Building on Edward Said’s framework of Orientalism, it argues that constructions of Armenians as representatives of the “West” in the “East” not only disarticulated Armenian claims to indigeneity in West Asia but also facilitated the global expansion of colonial logics of race and empire. The four chapters of this thesis deploy a mixed methodology that combines empirical and archival research with analyses of textual and visual materials to rethink the concept of emancipation in West Asia. They draw on a range of sources from novels and memoirs, including "The Life and Adventures of Joseph Emin" (1792), to diplomatic reports, newspaper articles, and naturalization cases that determined whether Armenians were to be categorized as “free white persons” in the United States. Furthermore, they discuss the silent film "Auction of Souls" (1919) alongside images and photographs of Armenian orphans by Near East Relief, the writings of Fridtjof Nansen and Karen Jeppe, among others, as well as images and illustrations in an Armenian-language Soviet women’s journal. Based on open-ended interviews and participant observation among diasporic reformers in post-Soviet Armenia’s non-governmental development sector, this thesis demonstrates that neoliberal development in post-Soviet Armenia actualizes colonial logics that preceded and exceded Soviet statecraft. By contrasting the early Soviet project of women’s emancipation with the inter-war mandate system in the Middle East, and colonial subjection by the English joint-stock corporation in South Asia, it develops an alternative account of globalization that offers a postcolonial approach to postsocialism and diaspora in West Asia. Drawing on critical race and political theory, it concludes that moving toward collective futures beyond the colonial gaze will require emancipation from the logic of development, or “developmentality,” as a rationality of government.

This dissertation draws on twenty-one months of participant observation at The Salvation Army Gateway, a shelter for men in Toronto. It pays particular attention to the shelter’s thirty-two workers, to their efforts to be both “the best shelter in the city” and to “befriend the poor.” The story told here employs Victor and Edith Turner’s theory of liminality as both prompt and foil. The understanding of the liminal it employs and the rationale for deploying it in relation to the Gateway are the subject of Part I. Aspects of the liminal (in-between) stage/state have been paired with various aspects of shelter life – certain repertoires, objects, ideas. There are eighteen such pairings, each provoking a short, ethnographically driven chapter. The interplay between the shelter and the liminal is at times illuminating, ironic, even incomplete. The chapters are clustered according to four themes – also called the coefficients of life at the shelter: stuckedness, subjunctivity, immaturity, irony. These four are simultaneously plotted in such a way as to lead the reader deeper into Gateway life. Part II Stuckedness, discusses contexts that surround the Gateway and hold it in place. Part III Subjunctivity, enters the shelter by way of the workers’ own ideas, desires, and intentions for the way the Gateway operates, especially its friendliness. Part IV Immaturity, tells the story of any-given day at the Gateway in order to consider its ambient youthfulness, and the significance of such for the
