Abstract: Smart cities provide the ability to improve the quality of the citizen's life. Transformation into a smart city consists of defining the way ICT (Information and Communication Technologies) can be used to improve the weaker aspects of the city and improve the quality of services provided by public sectors (education, health, transportation...). The growth of the urban population implies the growing needs of urban services (health, education...) and resources (water, energy...). ICT can be used to meet the growing population needs and solve many of today's problems in the private and public sectors (health, transportation, school...). Using mobile phones all citizens produce data and information every day and everywhere, this data will be used to improve the quality of services provided by the city. The quality of the generated data presents the key element that will impact the success of the transformation into a smart city.This paper describes the proposed data quality driven smart cities model. The proposed model, called DQSC-MM (Data Quality Driven Smart Cities Maturity Model). DQSC-MM is used to evaluate the maturity of a smart city based on the quality of produced and consumed data. It suggests a way to measure the importance of data quality in a city's transformation into a smart city. The paper describes how the model was conceived, designed and developed. It describes also a JEE application conceived to support DQSC-MM. The developed application provides the ability to measure data quality and use these measurements for smart city evaluation.

Abstract: When we talk about quality, we cannot do without mentioning the cost of quality and non-quality, the cost increases if the quality also increases; to maintain quality in small data is easier than huge data like big data or knowledge baseCompanies tend to use the knowledge base to perfect and facilitate their work, thus satisfying the end customer, however the non-quality of these bases will penalize the company, so it is necessary to improve the quality, the question is when and why to improve quality, our proposal is based on the cost and impact of this improvement, if the impact is greater than the cost then it is recommended to improve completeness in our case study

Abstract: IT Collaboration applied to digital government between organizations play an essential role to accomplish business objectives. In order to construct networks of collaboration on a real scale using modeling social interactions between different actors. This paper explains a new platform for collaborative designing based on Socio, technical approach Actor Network Theory. ANT4D-GOV software platform implements the steps of Actor Network Theory and collaborative Game Theory algorithm that efficiently provides abstract models of collaboration between different actors by saving cost allocations. The effectiveness of our approach was demonstrated with a real case study. The analyze of the interessement phase reveals the ability to reduce the cost objectives within a collaborative mode. We also present a what-if simulation feature to assess the impact of scenarios related to future collaboration evolution. Furthermore, in providing a live deployment of the * ANT4D-GOV system that allows users to explore the dynamics of collaboration networks in place as well as their involvement over time.

Abstract: Open Government Data (OGD) initiatives provide means for stakeholders including developers, tech start-ups, civil society organizations and citizens to obtain government information about a locality or country, in order to reuse them and create a source of enrichment in several ways: new user services, internal lever of modernization, economic development and increased transparency. Several actors around the world are concentrating on the availability of open public data, by applying legal guidelines and beneficiating from the technical competence of public organizations in different countries. While these open data government portals tools to present, search, download and visualize the government information, critical availability of a large replicated datasets, therefore, a difficulty of finding relevant datasets and accessibility of datasets without connection between them. Abstract: This paper addresses IT Collaboration improvement problematic from social network aspect, whence our interest to Actor-Network Theory (ANT) and its application on IT. On the other hand, we study the contribution of Social Network Analysis (SNA) to diagnostic and identifying improvement opportunities of IT Collaboration, by studying actors and relationships.
