The guide serves as a primer for decision and policy makers, technical specialists, central, regional and local government officials, and concerned stakeholders in the community sector, civil society and non-governmental organizations, and the private sector. The Guide embodies the state-of-the art on integrated urban flood risk management. The Guide starts with a summary for policy makers which outlines and describes the key areas which policy makers need to be knowledgeable about to create policy directions and an integrated strategic approach for urban flood risk management. The core of the Guide consists of seven chapters, organized as: understanding flood hazard; understanding flood impacts; integrated flood risk management (structural measures and non-structural measures); evaluating alternative flood risk management options: tools for decision makers; implementing integrated flood risk management; and conclusion. Cities and Flooding: A Guide to Integrated Urban Flood Risk Management for the 21st Century

The development of new tools that provide timely, detailed-spatial-resolution drought information is essential for improving drought preparedness and response. This paper presents a new method for monitoring drought-induced vegetation stress called the Vegetation Drought Response Index (VegDRI). VegDRI integrates traditional climate-based drought indicators and satellite-derived vegetation index metrics with other biophysical information to produce a 1 km map of drought conditions that can be produced in near-real time. The initial VegDRI map results for a 2002 case study conducted across seven states in the north-central United States illustrates the utility of VegDRI for improved large-area drought monitoring.

The Vegetation Drought Response Index (VegDRI): A New Integrated Approach for Monitoring Drought Stress in Vegetation

The historical disparities in the socio-demographic structure of New Orleans shaped the social vulnerability of local residents and their responses to Hurricane Katrina and its aftermath. These disparities, derived from race, class, gender, and age differences, have resulted in the uneven impact of the catastrophe on various communities in New Orleans, and importantly, their ability to recover. This article examines how the pre-existing social vulnerabilities within New Orleans interacted with the level of flood exposure to produce inequities in the socio-spatial patterns of recovery. Utilizing a combination of statistical and spatial approaches, we found a distinct geographic pattern to the recovery suggesting that the social burdens and impacts from Hurricane Katrina are uneven—the less flooded and less vulnerable areas are recovering faster than tracts with more vulnerable populations and higher levels of flooding. However, there is a more nuanced story, which suggests that it is neighborhoods in the mid-range of social vulnerability where recovery is lagging. While private resources and government programs help groups in the high and low categories of social vulnerability, the middle group shows the slowest rates of recovery. Further, it appears that the congressionally funded State of Louisiana Road Home Program (designed to provide compensation to Louisiana’s homeowners who suffered impacts by Hurricanes Katrina and Rita for the damage to their home) is not having a significant effect in stimulating recovery within the city.

Disaster disparities and differential recovery in New Orleans

Community coordination requires communication and planning of precautions to take when faced with a severe threat of disaster. The unique case of the four Florida hurricanes of 2004—Charley, Frances, Ivan, and Jeanne—is used here to assess community responses to repeated threats of hurricanes. The paper examines how effectiveness in coordinating community disaster response efforts affects future public preparedness. The findings suggest that pre-season planning, open communication between emergency managers and elected officials, and the use of technology all had a significant impact on community responses. The repeated threat scenario indicates that emergency managers must work vigilantly to keep residents informed of the seriousness of a situation. The study describes how emergency managers in Florida countered public complacency during four hurricanes in six weeks. The strategies identified as useful by public managers in the context of hurricanes are applicable to other natural and man-made disasters.

Collaborative emergency management: better community organising, better public preparedness and response

The estimation of flood damage is an important component for risk-oriented flood design, risk mapping, financial appraisals and comparative risk analyses. However, research on flood-loss modelling, especially in the commercial sector, has not gained much attention so far. Therefore, extensive data about flood losses were collected for affected companies via telephone surveys after the floods of 2002, 2005 and 2006 in Germany. Potential loss determining factors were analysed. The new Flood Loss Estimation MOdel for the commercial sector (FLEMOcs) was developed on the basis of 642 loss cases. Losses are estimated depending on water depth, sector and company size as well as precaution and contamination. The model can be applied to the micro-scale, i.e. to single production sites as well as to the meso-scale, i.e. land-use units, thus enabling its countrywide application. Emergency Management was established in the United States by the Federal Defense Act of 1950, which created our nation's Office of Civil Defense. This act is the foundation for the Emergency Management System that we have today. Ohio's system is established under Ohio Revised Code, Chapter 5502, which provides for a state emergency management agency, requiring an emergency management director or coordinator and an Emergency Operations Plan for each county. This law also establishes the legal protection and authority of the Emergency Management Agency (EMA) to work in times of disaster.
