Even though the changes only became fully apparent over the past decade, this book shows that they must be understood as the culmination of a longer reform trajectory. This book is devoted to the detailed analysis of this reform trajectory. Taken together, the reforms have contributed to a reorganisation of the Bismarckian welfare systems as a whole: they have lost their encompassing capacities, partly turned to activation and employment-friendliness, and weakened the strongest elements of their male breadwinner bias. Instead of the emergence of new hybrid welfare systems, the book concludes that Continental Europe witnessed the development of dual welfare systems that differentiate between the protection of the core workers and the activation of the -atypical (low skilled) ones, and thus contribute to the dualisation of Continental European societies.

Dieses Papier legt Projektionen zur mittel- und langfristigen Entwicklung der Anzahl der Erwerbspersonen und Erwerbstatigen in Deutschland vor. Solche Projektionen hangen stark von zukunftigen Politikentscheidungen und den Verhaltensreaktionen auf sie ab. Diese sind kaum vorherzusagen. Wir gehen daher szenarienbasiert vor. Unser Hauptergebnis ist, dass in jedem Fall, auch dem gunstigsten, sowohl die Erwerbspersonen- als auch die Erwerbstatigenanzahl kunftig sinken wird. Fur unser vorsichtig optimistisches Szenario gehen wir von einer allmahlichen Angleichung der deutschen Erwerbsquoten an die in Danemark aus. In diesem Fall ergibt sich ein Ruckgang in der Anzahl der Erwerbspersonen um etwa 2,8 Mio. auf etwa 39,4 Mio. im Jahr 2040. Ohne weitere Arbeitsmarktreformen wurde die Anzahl der Erwerbspersonen bis 2040 um uber 9 Mio. auf 32,6 Mio. zuruckgehen. Fur die Zahl der Erwerbstatigen ergibt sich ein moderaterer Ruckgang von 2,5 Mio. auf 36,2 Mio. im Jahr 2040 im Danemark-Szenario und ein wesentlich starkerer Ruckgang von 11 Mio. auf 27,4 Mio. im Status-quo-Szenario. Zugleich altert die Erwerbsbevolkerung. Das Durchschnittsalter wird bis zum Jahr 2040 von 40 auf knapp 42 Jahre ansteigen. Der Anteil der Erwerbspersonen im Alter 55+ wird von etwa 11% auf 20% im Jahr 2040 steigen.

Zur mittel- und langfristigen Entwicklung der Erwerbstätigkeit in Deutschland

In Germany, long-term care is an important issue due to an aging population and shrinking social networks that result in a greater need for a public long-term care system. In 1995, the social long-term care insurance was introduced in Germany. Long-term care insurance funds are generally linked to health insurance funds. The benefits are financed by virtue of an income-based system where all employees covered by the social security system and their employers have to pay equal contributions on a pay-as-you-go basis. In case of long-term care needs a frail person is assigned to one of three care levels according to his/her severity of need. In recent years, there is a growing need of reforming the long-term care insurance: While health insurance is a fully comprehensive system, long-term care insurance only provides limited coverage. Additionally, there is a lack of competition on the long-term care market. Finally, the financial situation of the German social long-term care insurance is tight. While in the first years after introduction the net results of revenues and expenditures were positive they have been negative since 1999 which is due to an increasing number of benefit recipients. Therefore, we discuss several reform options which have been proposed in order to overcome financial and structural problems. Suggestions for the income side include the introduction of fixed premiums, a fully funded system, a private insurance, or a citizens' insurance. The main problem here is to finance the transition from one system to another. We discuss recent proposals for the transition to a sustainable long-term care insurance in Germany.

Zusammenfassung. Auf dem deutschen Arbeitsmarkt kommt es zu tief greifenden Veranderungen. Der demografische Wandel fuhrt zu einem Ruckgang der Bevolkerungszahlen und setzt einen erheblichen Alterungsprozess der deutschen Gesellschaft in Gang. Abhangig von der Hohe der Zuwanderung verringert sich damit auch das Angebot an Arbeitskraften, und altere Arbeitnehmer stellen einen immer groseren Teil der Belegschaften - vor allem in Ostdeutschland. Uberdies wandelt sich die Struktur der Beschaftigung. Das Normalarbeitsverhaltnis erodiert und Beschaftigungssektoren verandern sich. Insbesondere die Expansion anspruchsvoller Dienstleistungstatigkeiten erhoht den Bedarf an hoch qualifizierten Arbeitskraften, wahrend Niedrigqualifizierte zunehmend seltener nachgefragt werden und bereits heute ein enormes Arbeitslosigkeitsrisiko tragen. Das schrumpfende Arbeitskrafteangebot, die immer alteren Arbeitsanbieter und die erhohten Qualifikationsanforderungen verlangen nach einer Erhohung der Erwerbstatigenquoten von Frauen...

Arbeitsmarkt und demografischer Wandel

This paper is motivated by the idea to create, wherever possible, rational mechanisms that adapt pension systems automatically to a changed economic and demographic environment, rather than to leave such adaptations to discretionary high-profile pension reforms which all too often stir political opposition. The paper delineates the theory behind such rational mechanisms, shows the advantages and limits of „self-stabilizing“ pension systems, and compares the Swedish and the German approaches to rule-bound pension policy.
