Do green jobs differ from non-green jobs in terms of skills and human capital?

This report examines the current state of knowledge about green growth in cities and outlines the key research questions and protocols that will guide the OECD Green Cities programme. It builds the case for an urban green growth agenda by examining the economic and environmental conditions that have pushed the green growth agenda to the forefront of policy debate and assessing the critical role of cities in advancing green growth. Section 1 lays the context for the paper, examining why green growth is important and how it can be defined in an urban context. Section 2 focuses on policies and tools that enable the transition to green growth in cities. It concludes with a proposal for a policy framework for an urban green growth agenda that is based on a set of hypotheses of desirable economic scenarios. Section 3 examines the main challenges to advancing an urban green growth agenda. It explores the roles that multi-level governance, measuring and monitoring tools and finance must play in delivering green growth in cities. The report concludes with suggestions for future research, including recommendations on how national policymakers responsible for regional and urban policies can advance an urban green growth agenda.

Cities and Green Growth: A Conceptual Framework

This paper proposes an analytical framework for assessing policies that will contribute to a better
integration of environmental externalities in the pursuit of economic efficiency and growth objectives. The
framework consists of two parts. The first part lays out principles and criteria for the identification and
selection of policies that will benefit both income and the environment or that will boost income at the
least cost in terms of the environment (and vice-versa). In general putting a price on a pollution source or
on the over-exploitation of a scarce resource is found to be the most efficient single policy to address many
environment externalities. However, given that environmental damage often result from several interacting
market failures, an appropriate policy response will in many cases involve a mix of complementary
instruments. The second part focuses more on issues of structural adjustment related to the transition
towards a greener economy. It finds that green growth policies could lead to significant re-allocation of
resources within and across broad economic sectors. A policy framework facilitating the re-deployment of
labour across firms and sectors, as well as the entry of new firms and the exit of firms in declining
industries will thus be important in order for countries to seize the opportunities brought about by green
growth policies.

A Framework for Assessing Green Growth Policies

Job creation is an important component of the socio-economic effects associated with the development and deployment of renewable energy (RE) and energy efficiency (EE) technologies. The potential contribution of the RE and EE sectors in creating new jobs affect the public policy as well as the allocation of public resources to promote related activities. This paper provides an overview on the job creation potential along the value chains of key RE and EE technologies by skill set, technological category and the stage in the life cycle of the development and deployment process. We summarize the existing approaches to estimate job creation effects of the RE and EE sectors and report the existing estimations of job creation figures by technology and capacity. The paper concludes with the cases studies on Germany, Spain, the United States and the Middle Eastern region to showcase the variation of job creation potential in different regions.
