This article seeks to explain why Munich, Germany's most economically successful city in recent decades, has proved so resilient despite various challenges and shocks. It begins by discussing different theoretical understandings of resilience and our methodological approach which builds on complex adaptive systems and evolutionary economic geography perspectives. Using a blend of historical analysis and in-depth investigation of the dynamics of one of the city's most innovative clusters, we argue that Munich's resilience essentially stems from the complex interplay of Germany's distinctive political history and federal system, which has promoted multi-level governance and a strong urban system, longstanding city regional leadership and entrepreneurialism, Munich's inherent assets and diverse economy and the combined strength of its many knowledge institutions, innovation system and networks. Staying on Top: Why is Munich so Resilient and Successful?

Territorial cooperation has been gradually developing over the years into a comprehensive system of support within Europe. Not only is it an objective of Cohesion Policy (Objective 3), but it is also the basis of European Neighbourhood Policy (ENPI CBC). A new legal instrument has recently been created – the European Grouping for Territorial Cooperation – and many unsupported/spontaneous movements are also operating in the form of city networks, and non-EU-supported, macro-regional and country-specific types of cooperation. With the growth in cooperation activities, there are increasing expectations for territorial cooperation to meet economic, social and environmental challenges formulated in various policy documents. In particular, territorial cooperation (TC) is expected to contribute to economic development and competitiveness, 1 territorial integration, 2 good neighbourhood relations, 3 the reduction of negative border effects between OMS and NMS (or weaker/stronger regions), 4 city networking, 5 labour markets, 6 and the unification of natural ecosystems divided by borders. 4 However, in contrast to those expectations, territorial cooperation faces many weakness (see the Main Report Ch. 2.5.4), and accordingly there is a need for more studies that comprehensively analyse the different types of territorial cooperation at different levels (projects, programmes, regions) with comparable methods and data to find solutions. The TERCO project has filled many of the gaps. It established the working definition of territorial cooperation , it built database on the twinning-city network for the first time, and it applied new methods that had never been used in research on territorial cooperation (i.e. models of successful cooperation and network analyses of twinning cities). It analysed five types of territorial cooperation (twinning cities, cross-border, interregional, transnational, and transcontinental) for the whole ESPON area as well as within nine case studies covering 19 countries. 7 It carried out analyses at the various levels of beneficiaries/stakeholders, programme, and regions. TERCO also investigated the impact of the five TC types on socioeconomic development (indicated by economic growth, job creation, and quality-of-life improvements) and various types of international flows (such as FDI, migration, and international trade). It also tackled the issue of the TC contribution to territorial integration. All TC types were examined for their current adequacy and future needs in terms of (i) geographical coverage, (ii) thematic domains, (iii) specific structures and (iv) governance. The global economic crisis had a significant impact on the fiscal stance of local government units. The literature discusses this issue by explaining that financial crises change budget decisions of central state authorities towards the financing of those priorities which could improve the economic situation at national level. The impact of the change in national government’s decisions influences local government units differently depending on the level of their fiscal autonomy. Investments at the local level are below pre-crisis levels in most European Union countries. This article analyzes the impact of the financial crisis on the fiscal imbalance showing that there is a lack of financial resources for investments. Due to fiscal constraints and annual borrowing limits of regional and local public administration authorities, the affordability of projects and investments is limited. Furthermore, the article analyzes the obstacles to investments at local level in Croatia, a country belonging to the group of European Union Member States which was hit hardest by the crisis and experienced a larger drop in investments. The results of the survey conducted among members of regional assemblies have been analyzed with respect to the level of local development and other factors enabling to identify more precisely the obstacles to investment.

The Achievements of Cohesion Policy: Evidence and Methodological Challenges from an EU10

Although all European regions have been affected by the financial crisis and recession, the most severe difficulties have been seen where there were existing vulnerabilities, due to structural economic weaknesses or sectoral specialisation. The crisis has raised questions about the functioning of the financial and economic system, but has also demonstrated the importance of the role of government and of coordinated international action. The responses of European governments illustrate the varied ways in which the regional dimensions of economic difficulty can be addressed, either through active regional policy, or through other policies that explicitly target all or selected regions, or through the indirect regional effects of sectoral or thematic policies. There remains uncertainty over the path of recovery and over the strategies that governments will need to pursue in order to facilitate a return to sustained growth and employment creation.
