Clients’ Help Deservingness, Crowd Situational Stress And Discretionary Decision-making: An Experimental Study Of Regulatory Street-level Bureaucrats In China

Bureau of city administration and law enforcement is a special public department in China and its officials' important role is to maintain the city’s order and beauty. In the work condition, they bear lots of work stress. Though work stress is a hot topic in recent years, the study on city administration and law enforcement officials is lack. Based on this, we surveyed city administration and law enforcement officials from Haidian district to study their work stress reactions, work stressors and management practices. According to 201 valid samples, we found that they have various stress reactions from stomach upset to frustration, and their stress reactions have significant correlation with stressors of social support, job-itself, living stress, learning stress, career development and special expenses. City Administration and Law Enforcement Officials Work Stress: Evidences from Haidian District in Beijing

The comprehensive law enforcement of Beijing municipal administration has been developed for more than ten years and played a vital role in Beijing urban management.Some phenomena existing in this area directly hinder the realization of effectiveness of the comprehensive law enforcement of the municipal administration,such as vagueness in the standard of authority definition,lack of material supplies in law enforcement,unreasonable structure of law enforcement personnel,unscientific allocation of power,simplification of ideas and measures of law enforcement and so on.There are several solutions to these problems:firstly,the authority of comprehensive law enforcement of the municipal administration should be scientifically defined;secondly,the material supplies in law enforcement and the construction of law enforcement personnel should be improved;thirdly,a system should be built to coordinate the various functions of the comprehensive law enforcement;finally,both the ideas and measures of law enforcement should be changed to improve the ability of law enforcement.
