PROBLEM TO BE SOLVED: To provide a decoding apparatus and a method thereof in which arithmetic decoding processing can be accelerated when decoding data coded by context-based adaptive binary arithmetic coding (CABAC). SOLUTION: The present invention relates to an arithmetic decoding apparatus which inputs coded data resulting from converting syntax multi-level information into binary data and then arithmetically coding them by a context adaptive binary arithmetic coding scheme and decodes the inputted data into the original multi-level information.
