Nations and Nationalism

Nos últimos trinta trinta anos, houve profundas mudanças na forma como compreendemos o crime e a justiça criminal. O crime tornou-se um evento simbólico, um verdadeiro teste para a ordem social e para as políticas governamentais, um desafio para a sociedade civil, para a democracia e para os direitos humanos. Segundo David Garland, professor da Faculdade de Direito da New York University, um dos principais autores no campo da Sociologia da Punição e com artigo publicado na Revista de Sociologia e Política , número 13, na modernidade tardia houve uma verdadeira obsessão securitária, direcionando as políticas criminais para um maior rigor em relação às penas e maior intolerância com o criminoso. Há trinta anos, nos EUA e na Inglaterra essa tendência era insuspeita. O livro mostra que os dois países compartilham intrigantes similaridades em suas práticas criminais, a despeito da divisão racial, das desigualdades econômicas e da letalidade violenta que marcam fortemente o cenário americano. Segundo David Garland, encontram-se nos dois países os “mesmos tipos de riscos e inseguranças, a mesma percepção a respeito dos problemas de um controle social não-efetivo, as mesmas críticas da justiça criminal tradicional, e as mesmas ansiedades recorrentes sobre mudança e ordem sociais”1 (GARLAND, 2001, p. 2). O argumento principal da obra é o seguinte: a modernidade tardia, esse distintivo padrão de relações sociais, econômicas e culturais, trouxe consigo um conjunto de riscos, inseguranças e problemas de controle social que deram uma configuração específica às nossas respostas ao crime, ao garantir os altos custos das políticas criminais, o grau máximo de duração das penas e a excessivas taxas de encarceramento.

Thanks to the ready availability of political news today, informed citizens can protect and promote their own interests and the public interest more effectively. Or can they? Murray Edelman argues against this conventional interpretation of politics, one that takes for granted that we live in a world of facts and that people react rationally to the facts they know. In doing so, he explores in detail the ways in which the conspicuous aspects of the political scene are interpretations that systematically buttress established inequalities and interpretations already dominant political ideologies.

This weaving of topics that are standard in the history of probability and statistics with many that are not is one of the strengths and attractions of the book. Another is the obvious zest with which Bernstein describes the many intriguing people and tantalizing mysteries so peculiar to the mathematics of chance.

Against the Gods: The Remarkable Story of Risk

Those interested in the construction of security in contemporary international politics have increasingly turned to the conceptual framework of `securitization'. This article argues that while an important and innovative contribution, the securitization framework is problematically narrow in three senses. First, the form of act constructing security is defined narrowly, with the focus on the speech of dominant actors. Second, the context of the act is defined narrowly, with the focus only on the moment of intervention. Finally, the framework of securitization is narrow in the sense that the nature of the act is defined solely in terms of the designation of threats. In outlining this critique, the article points to possibilities for developing the framework further as well as for the need for those applying it to recognize both limits of their claims and the normative implications of their analysis. I conclude by pointing to how the framework might fit within a research agenda concerned with the broader construction of security.

Securitization and the Construction of Security

In the last decade, critical approaches have substantially reshaped the theoretical landscape of security studies in Europe. Yet, despite an impressive body of literature, there remains fundamental disagreement as to what counts as critical in this context. Scholars are still arguing in terms of ‘schools’, while there has been an increasing and sustained cross-fertilization among critical approaches. Finally, the boundaries between critical and traditional approaches to security remain blurred. The aim of this article is therefore to assess the evolution of critical views of approaches to security studies in Europe, discuss their theoretical premises, investigate their intellectual ramifications, and examine how they coalesce around different issues (such as a state of exception). The article then assesses the political implications of critical approaches. This is done mainly by analysing processes by which critical approaches to security percolate through a growing number of subjects (such as development, peace research, risk management). Finally, ethical and research implications are explored.

The ‘international’ can be conceived of as a highly sought after symbolic capital. People seek to internationalise their curriculum vitae or resumes, study international subjects, get international diplomas, travel internationally, obtain international jobs. As symbolic capital the ‘international’ can be converted into ‘profit’ complementing other forms of capital (economic, cultural and social capital), deployed in struggles for social domination. It is used as a strategy of social positioning and social domination quasi-globally, but it is not recognised everywhere in the same way. We are particularly interested in the unequal distribution of this symbolic capital, the way differential conversion rates and social boundaries operate in the generation of social inequalities. Becoming International: On Symbolic Capital, Conversion and Privilege:

In this article, the aim is to bridge the gap in the international relations (IR) literature on contemporary interventionism between a strand of research mainly focusing on the concepts of intervention, sovereignty and their meanings, and a strand more interested in the particular practices bound up with the phenomenon described as ‘intervention'. This is done by exploring how the literature on the so-called ‘practice-turn' might allow light to be shed on both dimensions. Such an approach might prove fruitful provided attention is paid both to the material and discursive practices of interventionism; both to the transgressive practices constitutive of interventionism and their routinization. Finally, this piece also introduces each of this special section's contributions by showing how they illustrate and expand on the different problematiques here outlined.
