Envisioning a Smart City involves creativity and planning; however, the singular most important question in any Smart City design is: “How will it be funded?” Without project capital and secured funding, a Smart City vision will remain exactly that: just a vision. This chapter examines the complex process of identifying, pursuing, and securing funding for a Smart City program, and offers tools and considerations to help advance Smart City concepts to actuality.

Funding a Smart City: From Concept to Actuality

Smart cities have attracted an increasing international scientific and business attention and an enormous niche market is being evolved, which engages almost all the business sectors. Being engaged in the smart city market is not free-of-charge and corresponding investments are extensive, while they usually concern innovation development and always demand careful planning. However, until today it is not clear how the smart city creates value to its stakeholders or simply how profit is being created. To this end, this paper performs an investigation on the smart city business models and utilizes decision making process with the contribution of smart city experts in order to conclude on the most appropriate one. This paper's findings demonstrate that business models that are followed in practice by smart cities are different to the ones suggested in literature. Moreover, the decision making processes that were followed showed that the optimal choice is the ownership business model group and from its contents preferred the Open Business Model OBM, with the Municipal-Owned-Development MOD as an alternative option.

What is the Source of Smart City Value?: A Business Model Analysis

Planning and establishing digital transformation (DT) is a complex process for all the organizations. City's DT is another challenging and complex process, which demands both the leading and dedicated role of the local government, and the engagement and commitment of the local stakeholders on a commonly agreed vision and plan. European Commission launched its Digital (DCC) and Intelligent Cities Challenge (ICC) initiatives to provide cities with guidance and support to design and implement corresponding digital transformation strategies. Shaping this strategy became hard during the ICC due to the Covid-19 pandemic, which changed all the local priorities and affected the initial city planning. The aim of this work-in-progress paper is to present the strategic planning process for city's digital transformation that was followed by the municipality of Trikala in Greece, which regardless is a famous smart city it had to join the DCC and ICC initiatives in order to methodologically perform it. Useful evidence are depicted with regard to the different stakeholders’ perspectives and priorities within the city's digital transformation and especially whether and how the COVID-19 outbreak re-arranged or re-shaped them.

Shaping a Digital Transformation Strategy for Smart Cities under the COVID-19 pandemic: Evidence from Greece

Digital transformation (DT) is a complex process for cities, which demands both the dedicated role of the local government and the engagement, but also the commitment of the local ecosystem to a commonly agreed strategy. Digital Transformation affects both the city ecosystem and digitally transforms local government into a smart government (SG). European Commission launched its Digital (DCC) and Intelligent Cities Challenge (ICC) initiatives to provide cities with guidance and support to design and implement corresponding digital transformation strategies. This work-in-progress paper aims to present the updates from the strategic planning process for the city's digital transformation that was followed by a famous smart city – the city of Trikala in central Greece. Useful evidence is depicted about the different stakeholders’ perspectives and priorities within the city's digital transformation process. Moreover, findings show how local government is digitally transformed into a Smart Government via prioritizing data openness and community engagement.
