The present report is submitted in response to General Assembly resolution 61/106, by which the Assembly adopted the Convention on the Rights of Persons with Disabilities and the Optional Protocol thereto. As requested by the Assembly, a brief overview of the status of the Convention as at 3 August 2007 is presented. The report also contains a brief description of technical arrangements on staff and facilities made necessary for the effective performance of the functions of the Conference of States Parties and the Committee under the Convention and the Optional Protocol, and a description on the progressive implementation of standards and guidelines for the accessibility of facilities and services of the United Nations system. Recent efforts of the United Nations and agencies to disseminate information on the Convention and the Optional Protocol are also described.

Dans notre edition de janvier dernier du numero 36 de La nouvelle revue de l’adaptation et de la scolarisation nous publiions un article de Jean-Marie Gillig, Inspecteur de l’Education nationale formateur a l’IUFM de Strasbourg, intitule : « L’illusion inclusive ou le paradigme artificiel ». Le debat etait lance. Il a suscite entre-temps une nouvelle contribution de la part d’Eric Plaisance, Brigitte Belmont, Aliette Verillon et Cornelia Schneider, que nous avons voulu presenter sans delai a nos lecteurs, tant il nous parait important, dans la perspective de l’application de la loi du 11 fevrier 2005 sur l’egalite des chances, la participation et la citoyennete des personnes handicapees ou nous sommes aujourd’hui de croiser les points de vue sur les concepts cles que sont l’integration, l’inclusion et la scolarisation.Herve Benoit et Francois Boule

La generalisation de la scolarisation des enfants en situation de handicap depuis la loi de 2005 mene a davantage d’integrations au sein des classes ordinaires. Ainsi, la sociologie du handicap et la sociologie de l’education se trouvent a un carrefour commun pour analyser l’experience d’integration des enfants en situation de handicap. Cet article etudie le cas d’un garcon hemiplegique, integre dans une ecole elementaire. L’enquete s’interesse a la place qu’il tient dans la classe a travers ses representations, celles de ses pairs et de son enseignante. Il montre que son integration se developpe non sans ruptures, tensions et ambiguites qui peuvent etre analysees par la theorie de la liminalite situant l’enfant dans un entre-deux, pris entre le handicap et son desir de devenir un indigene de la tribu. La reconnaissance des enfants comme acteurs, en situation de handicap ou non, ouvre ainsi de nouvelles perspectives sur une pratique jusque-la surtout discutee par des adultes-experts.
