A Framework for K-12 Science Education: Practices, Crosscutting Concepts, and Core Ideas

Models of man

The book Inequality by Christopher Jencks is in one sense an arid waste of somewhat confusing and misleading statistics between chapter one and chapter nine, and, in another sense, a destructive, unscientific critique of American education and families. Jencks' interpretation comes down hard on his basic feeling that "The crucial problem today is that relatively few people view income inequality as a serious problem; indeed the Nixon administration apparently convinced itself that income was too equally distributed in 1968 and that the rich needed additional incentives to get even richer . The Kennedy and Johnson administrations were only marginally better. Neither made any explicit effort to equalize incomes; the subject was hardly discussed. Instead reformers focused on equalizing opportunity." This view is probably correct but it is no excuse for an unscholarly, unscientific polemic against far from "peripheral institutions," which is Jencks' evaluation of the American schools. Inequality, A Reassessment of the Effect of Family and Schooling in America.

Use of tests and assessments as key elements in five waves of educational reform during the past 50 years are reviewed. These waves include the role of tests in tracking and selection emphasized in the 1950s, the use of tests for program accountability in the 1960s, minimum competency testing programs of the 1970s, school and district accountability of the 1980s, and the standards-based accountability systems of the 1990s. Questions regarding the impact, validity, and generalizability of reported gains, and the credibility of results in high-stakes accountability uses are discussed. Emphasis is given to three issues regarding currently popular accountability systems. These are (a) the role of content standards, (b) the dual goals of high performance standards and common standards for all students, and (c) the validity of accountability models. Some suggestions for dealing with the most severe limitations of accountability are provided.

Assessments and Accountability

This article considers the practical, conceptual, and empirical foundations of an early identification and intervention system for middle-grades schools to combat student disengagement and increase graduation rates in our nation's cities. Many students in urban schools become disengaged at the start of the middle grades, which greatly reduces the odds that they will eventually graduate. We use longitudinal analyses—following almost 13,000 students from 1996 until 2004—to demonstrate how four predictive indicators reflecting poor attendance, misbehavior, and course failures in sixth grade can be used to identify 60% of the students who will not graduate from high school. Fortunately, by combining effective whole-school reforms with attendance, behavioral, and extra-help interventions, graduation rates can be substantially increased.

Why Schools Matter: A Cross-National Comparison of Curriculum and Learning. The Jossey-Bass Education Series.

In recent years, US curriculum policy has emphasized standards‐based conceptions of curricula in mathematics and science. This paper explores the data from the Third International Mathematics and Science Study (TIMSS) to argue that the presence of content standards is not sufficient to guarantee curricula that lead to high‐quality instruction and achievement. An examination of the content topics covered in each grade of a group of six of the highest‐achieving TIMSS countries in mathematics and science shows a pattern in which new topics are gradually introduced, are a part of instruction for a few grades, and then often leave the curriculum as separate topics. This contrasts sharply with mapping of topics in the various US national standards in mathematics and science. Topics enter and linger, so that each grade typically devotes instructional attention to many more topics than is typical of the six high‐achieving countries; in addition, each topic stays in the curriculum for more grades than in the high‐...
