We propose a fully homomorphic encryption scheme -- i.e., a scheme that allows one to evaluate circuits over encrypted data without being able to decrypt. Our solution comes in three steps. First, we provide a general result -- that, to construct an encryption scheme that permits evaluation of arbitrary circuits, it suffices to construct an encryption scheme that can evaluate (slightly augmented versions of) its own decryption circuit; we call a scheme that can evaluate its (augmented) decryption circuit bootstrappable.Next, we describe a public key encryption scheme using ideal lattices that is almost bootstrappable.Lattice-based cryptosystems typically have decryption algorithms with low circuit complexity, often dominated by an inner product computation that is in NC1. Also, ideal lattices provide both additive and multiplicative homomorphisms (modulo a public-key ideal in a polynomial ring that is represented as a lattice), as needed to evaluate general circuits.Unfortunately, our initial scheme is not quite bootstrappable -- i.e., the depth that the scheme can correctly evaluate can be logarithmic in the lattice dimension, just like the depth of the decryption circuit, but the latter is greater than the former. In the final step, we show how to modify the scheme to reduce the depth of the decryption circuit, and thereby obtain a bootstrappable encryption scheme, without reducing the depth that the scheme can evaluate. Abstractly, we accomplish this by enabling the encrypter to start the decryption process, leaving less work for the decrypter, much like the server leaves less work for the decrypter in a server-aided cryptosystem.

Our algorithm automatically solves all the multi-party protocol problems addressed in complexity-based cryptography during the last 10 years. It actually is a completeness theorem for the class of distributed protocols with honest majority. Such completeness theorem is optimal in the sense that, if the majority of the players is not honest, some protocol problems have no efficient solution [C].

Suppose your netmail is being erratically censored by Captain Yossarian. Whenever you send a message, he censors each bit of the message with probability 1/2, replacing each censored bit by some reserved character. Well versed in such concepts as redundancy, this is no real problem to you. The question is, can it actually be turned around and used to your advantage? We answer this question strongly in the affirmative. We show that this protocol, more commonly known as oblivious transfer, can be used to simulate a more sophisticated protocol, known as oblivious circuit evaluation([Y]). We also show that with such a communication channel, one can have completely noninteractive zero-knowledge proofs of statements in NP. These results do not use any complexity-theoretic assumptions. We can show that they have applications to a variety of models in which oblivious transfer can be done.

In this work, we study indistinguishability obfuscation and functional encryption for general circuits: Indistinguishability obfuscation requires that given any two equivalent circuits C0 and C1 of similar size, the obfuscations of C0 and C1 should be computationally indistinguishable. In functional encryption, cipher texts encrypt inputs x and keys are issued for circuits C. Using the key SKC to decrypt a cipher text CTx = Enc(x), yields the value C(x) but does not reveal anything else about x. Furthermore, no collusion of secret key holders should be able to learn anything more than the union of what they can each learn individually. We give constructions for indistinguishability obfuscation and functional encryption that supports all polynomial-size circuits. We accomplish this goal in three steps: - (1) We describe a candidate construction for indistinguishability obfuscation for NC1 circuits. The security of this construction is based on a new algebraic hardness assumption. The candidate and assumption use a simplified variant of multilinear maps, which we call Multilinear Jigsaw Puzzles. (2) We show how to use indistinguishability obfuscation for NC1 together with Fully Homomorphic Encryption (with decryption in NC1) to achieve indistinguishability obfuscation for all circuits. (3) Finally, we show how to use indistinguishability obfuscation for circuits, public-key encryption, and non-interactive zero knowledge to achieve functional encryption for all circuits. The functional encryption scheme we construct also enjoys succinct cipher texts, which enables several other applications.

We show that any language recognized by an NC 1 circuit (fan-in 2, depth O (log n )) can be recognized by a width-5 polynomial-size branching program. As any bounded-width polynomial-size branching program can be simulated by an NC 1 circuit, we have that the class of languages recognized by such programs is exactly nonuniform NC 1 . Further, following Ruzzo ( J. Comput. System Sci. 22 (1981), 365–383) and Cook ( Inform. and Control 64 (1985) 2–22) , if the branching programs are restricted to be ATIME(logn)-uniform, they recognize the same languages as do ATIME(log n )-uniform NC 1 circuits, that is, those languages in ATIME(log n ). We also extend the method of proof to investigate the complexity of the word problem for a fixed permutation group and show that polynomial size circuits of width 4 also recognize exactly nonuniform NC 1 .
