The National Telecommunications and Information Administration (NTIA) General Model for estimating video quality and its associated calibration techniques were independently evaluated by the Video Quality Experts Group (VQEG) in their Phase II Full Reference Television (FR-TV) test. The NTIA General Model was the only video quality estimator that was in the top performing group for both the 525-line and 625-line video tests. As a result, the American National Standards Institute (ANSI) adopted the NTIA General Model and its associated calibration techniques as a North American Standard in 2003. The International Telecommunication Union (ITU) has also included the NTIA General Model as a normative method in two Draft Recommendations. This paper presents a description of the NTIA General Model and its associated calibration techniques. The independent test results from the VQEG FR-TV Phase II tests are summarized, as well as results from eleven other subjective data sets that were used to develop the method.

A new standardized method for objectively measuring video quality

There has recently been a great deal of interest in the development of algorithms that objectively measure the integrity of video signals. Since video signals are being delivered to human end users in an increasingly wide array of applications and products, it is important that automatic methods of video quality assessment (VQA) be available that can assist in controlling the quality of video being delivered to this critical audience. Naturally, the quality of motion representation in videos plays an important role in the perception of video quality, yet existing VQA algorithms make little direct use of motion information, thus limiting their effectiveness. We seek to ameliorate this by developing a general, spatio-spectrally localized multiscale framework for evaluating dynamic video fidelity that integrates both spatial and temporal (and spatio-temporal) aspects of distortion assessment. Video quality is evaluated not only in space and time, but also in space-time, by evaluating motion quality along computed motion trajectories. Using this framework, we develop a full reference VQA algorithm for which we coin the term the MOtion-based Video Integrity Evaluation index, or MOVIE index. It is found that the MOVIE index delivers VQA scores that correlate quite closely with human subjective judgment, using the Video Quality Expert Group (VQEG) FRTV Phase 1 database as a test bed. Indeed, the MOVIE index is found to be quite competitive with, and even outperform, algorithms developed and submitted to the VQEG FRTV Phase 1 study, as well as more recent VQA algorithms tested on this database.

Motion Tuned Spatio-Temporal Quality Assessment of Natural Videos

With the increasing demand for video-based applications, the reliable prediction of video quality has increased in importance. Numerous video quality assessment methods and metrics have been proposed over the past years with varying computational complexity and accuracy. In this paper, we introduce a classification scheme for full-reference and reduced-reference media-layer objective video quality assessment methods. Our classification scheme first classifies a method according to whether natural visual characteristics or perceptual (human visual system) characteristics are considered. We further subclassify natural visual characteristics methods into methods based on natural visual statistics or natural visual features. We subclassify perceptual characteristics methods into frequency or pixel-domain methods. According to our classification scheme, we comprehensively review and compare the media-layer objective video quality models for both standard resolution and high definition video. We find that the natural visual statistics based MultiScale-Structural SIMilarity index (MS-SSIM), the natural visual feature based Video Quality Metric (VQM), and the perceptual spatio-temporal frequency-domain based MOtion-based Video Integrity Evaluation (MOVIE) index give the best performance for the LIVE Video Quality Database.

Objective Video Quality Assessment Methods: A Classification, Review, and Performance Comparison

We present a family of reduced reference video quality assessment (QA) models that utilize spatial and temporal entropic differences. We adopt a hybrid approach of combining statistical models and perceptual principles to design QA algorithms. A Gaussian scale mixture model for the wavelet coefficients of frames and frame differences is used to measure the amount of spatial and temporal information differences between the reference and distorted videos, respectively. The spatial and temporal information differences are combined to obtain the spatio-temporal-reduced reference entropic differences. The algorithms are flexible in terms of the amount of side information required from the reference that can range between a single scalar per frame and the entire reference information. The spatio-temporal entropic differences are shown to correlate quite well with human judgments of quality, as demonstrated by experiments on the LIVE video quality assessment database.

Video Quality Assessment by Reduced Reference Spatio-Temporal Entropic Differencing

Quality of experience (QoE) is the perceptual quality of service (QoS) from the users' perspective. For video service, the relationship between QoE and QoS (such as coding parameters and network statistics) is complicated because users' perceptual video quality is subjective and diversified in different environments. Traditionally, QoE is obtained from subjective test, where human viewers evaluate the quality of tested videos under a laboratory environment. To avoid high cost and offline nature of such tests, objective quality models are developed to predict QoE based on objective QoS parameters, but it is still an indirect way to estimate QoE. With the rising popularity of video streaming over the Internet, data-driven QoE analysis models have newly emerged due to availability of large-scale data. In this paper, we give a comprehensive survey of the evolution of video quality assessment methods, analyzing their characteristics, advantages, and drawbacks. We also introduce QoE-based video applications and, finally, identify the future research directions of QoE.

From QoS to QoE: A Tutorial on Video Quality Assessment

Modern video coding systems such as ISO-MPEG1,2,4 exploit properties of the human visual system, to reduce the bit rate at which a video sequence is coded, given a certain required video quality. As a result, to the degree in which such exploitation is successful, accurate prediction of the quality of the output video of such systems, should also take the human visual system into account. In this paper, we propose a perceptual video quality system, that uses a linear combination of three indicators. The indicators are, the “edginess” of the luminance, the normalized color error and the temporal decorrelation. In the benchmark by the Video Quality Expert Group (VQEG), a combined ITU-T and ITU-R expert group, the model showed the highest variance weighted regression overall correlation of all models.
