Considering 91 countries with seaports, this study conducted an empirical inquiry into the broader economic contribution of seaborne trade, from a port infrastructure quality and logistics performance perspective. Investment in quality improvement of port infrastructure and its contribution to economy are often questioned by politicians, investors and general public. A structural equation model (SEM) is used to provide empirical evidence of significant economic impacts of port infrastructure quality and logistics performance. Furthermore, analysis of a multi-group SEM is performed by dividing countries into developed and developing economy groups. The results reveal that it is vital for developing countries to continuously improve the quality of port infrastructure as it contributes to better logistics performance, leading to higher seaborne trade, yielding higher economic growth. However, this association weakens as the developing countries become richer.

The impacts of port infrastructure and logistics performance on economic growth: the mediating role of seaborne trade

This paper builds further on the work of Cullinane and Wang (2007) and more recent work on (port) governance in China. We argue that the market environment in which Chinese ports operate is quite different compared to ten years ago. The global and domestic economic slowdown and structural changes in the economic base have affected seaport volumes and freight traffic growth. Fears for port capacity shortages have made room for overcapacity. New geo-economic policies such as the ‘Go West’ strategy and the ‘One Belt One Road’ (OBOR) initiative, the implementation of modern corporate governance principles and the establishment of Free Trade Zones (FTZs) are affecting the Chinese container seaport system. The above factors have triggered a number of strategic and managerial implications on Chinese ports: (a) an increased focus on seaport integration and co-operation, (b) a strong orientation on hinterland development through corridors and dry ports, (c) a two-way opening up of the seaport sector by combining initiatives to attract foreign investments and trade to Chinese ports with an internationalisation of Chinese port-related companies. We demonstrate that these changes have triggered processes of institutional layering in port governance without breaking out of the development path initiated by the Port Law of 2004 and related policy initiatives.

Annex VI of the MARPOL Convention aims for a reduction in sulphur oxide emissions from ships. The limits applicable at sea in Emission Control Areas (ECAs) were reduced from 1.5% to 1% in 2010 and are planned to be further reduced to 0.1%, effective from 1 January 2015. This paper analyses the impact of the International Maritime Organization’s Tier II/III standards introduced by Annex VI amendments adopted in October 2008 on costs and prices of roro (roll on/roll off) traffic in the ECAs in North Europe and on the competitiveness of roro shipping in the ECAs compared to trucking. We demonstrate that the new Annex VI agreement may be quite costly for the participants in the shipping industry and will result in higher freight rates. Based on a detailed price analysis on modal competition between the roro/truck option and the ‘truck only’ option on thirty origin–destination routes linked to the ECAs, we conclude that the use of low sulphur fuel is expected to increase the transport prices particularly on the origin–destination relations with a medium or long short sea section. The paper also presents the results of a survey among leading short sea operators in the ECAs in view of providing more insight on expected modal shifts and price elasticity in the short sea market.

The impact of low sulphur fuel requirements in shipping on the competitiveness of roro shipping in Northern Europe

This paper describes a methodology for the application of Multi-Criteria Decision-Making (MCDM) on the technology selection for emissions reduction from shipping under uncertainties and incomplete information. Nine criteria in four aspects, including technological (maturity), economic (capital cost and operation cost), environmental (effects of SO x , NO x , GHG, and PM reduction), and social–political aspects (government support and social acceptability), were used for the sustainability assessment. The study aims at developing the methodology for technology selection for emissions reduction from shipping by combining Fuzzy Analytic Hierarchy Process (AHP) and VIKOR. Fuzzy AHP was used to determine the weights of the evaluation criteria and the relative performance of the alternatives with respect to each evaluation criterion, and VIKOR was used to prioritize the alternative technologies. The two methods of VIKOR and the traditional AHP were combined to validate the proposed methodology. Three alternative technologies of low sulphur fuel, scrubber and LNG were studied using the proposed model, and the results indicate that the proposed methodology is capable of assisting the decision-makers to select the most sustainable technology for emissions reduction from shipping under uncertainties and incomplete information.

Fuzzy multi-criteria decision-making method for technology selection for emissions reduction from shipping under uncertainties

In this work, an assessment of the impact of ship traffic and related harbour activities (loading/unloading of ships and hotelling in harbour) on PM 2.5 and particle number concentrations (PNC) separating the contribution associated to ship traffic from that of harbour-related activities is reported. Further, an assessment of the impact and environmental risks associated to polycyclic aromatic hydrocarbon (PAH) concentrations was performed. Results refer to the city of Brindisi (88,500 inhabitants) in the south-eastern part of Italy and its harbour (with yearly 9.5 Mt of goods, over 520,000 passengers and over 175,000 vehicles). PM2.5 and PNC concentrations show a clear daily pattern correlated with daily ship traffic pattern in the harbour. High temporal resolution measurements and correlations with wind direction were used to estimate the average direct contribution to measured concentrations of this source. The average relative contribution of ship traffic was 7.4% (±0.5%) for PM2.5 and 26% (±1%) for PNC. When the contribution associated to harbour-related activities is added, the percentages become 9.3% (±0.5%) for PM2.5 and 39% (±1%) for PNC. In the site analysed, air coming from the harbour/industrial sector was richer in PAHs (5.34 ng/m3) than air sampled from all directions (3.89 ng/m3). The major compounds were phenanthrene, fluoranthene and pyrene, but the congener profiles were different in the two direction sectors: air from the harbour/industrial sector was richer in phenanthrene and fluorene, which are the most abundant PAHs in ship emissions. Results showed that lighter PAHs are associated to the gas phase, while high molecular weight congeners are mostly present in the particulate phase. The impact on the site studied of the harbour/industrial source to PAHs was 56%(range, 29-87%).

Contribution of harbour activities and ship traffic to PM2.5, particle number concentrations and PAHs in a port city of the Mediterranean Sea (Italy)

The study of air emission in maritime transportation is new, and the recognition of its importance has been rising in the recent decade. The emissions of CO2, SO2, NO2 and particulate matters from maritime transportation have contributed to climate change and environmental degradation. Scientifically, analysts still have controversies regarding how to calculate the emissions and how to choose the baseline and methodologies. Three methods are generally used, namely the ‘bottom up’ approach, the ‘top down’ approach and the STEEM, which produce very different results, leading to various papers with great uncertainties. This, in turn, results in great difficulties to policy makers who attempt to regulate the emissions. A recent technique, the STEEM, is intended to combine the former two methods to reduce their drawbacks. However, the regulations based on its results may increase the costs of shipping companies and cause the competitiveness of the port states and coastal states. Quite a few papers have focused on this area and provided another fresh perspective for the air emission to be incorporated in maritime transportation regulations; these facts deserve more attention. This paper is to review the literature on the debates over air emission calculation, with particular attention given to the STEEM and the refined estimation methods. It also reviews related literature on the economic analysis of maritime transportation emission regulations, and provides an insight into such analysis. At the end of this paper, based on a review and analysis of previous literature, we conclude with the policy indications in the future and work that should be done. As the related regulations in maritime transportation emissions are still at their beginning stage in China, this paper provides specific suggestions on how China should regulate emissions in the maritime transportation sector.
