The Russian economy is based, first of all, on industrial production. In the majority of regions the share of an industrial product in a gross regional product significantly exceeds 75-80%. Steady growth of regions often depends on the industrial sector. The Ural region is not an exception. Historically the region always was an industrial one. The article's purpose is to analyse possible sources of the Ural region growth. The analysis methodology is based on creation of nonlinear econometric function where labor and capital resources act as regressors. Besides, we make a hypothesis of possible influence of the bank crediting to real capital. We add this indicator in the function as the third regressor. After the creation of the econometric function we can answer what factor (the human capital, investments into real capital or volumes of the crediting to real capital) is main.

An Industrial Region in Russia: Factors of Growth and Development

The objective of the study is to determine the nature of heterogeneous structural deformations in the economy of Russia. The structural deformations result from the development strategy formed during the transitional period in the 1990s. Implementation of the strategy caused an increase in investment in the commodity sector along with its shortage in the high-tech sector; it resulted in a low knowledge-intensity level of the Russian production which became uncompetitive both on the domestic and global markets. The article covers all the aspects of the structural deformations in the Russian economy including the preconditions for these deformations to arise.

Structural deformation of the russian economy in the context of global challenges

The need for the study is justified by the development of flexible forms of employment in the economy with new job opportunities for the international division of labor. The paper analyzed new job opportunities and risks associated with flexible form of employment for the workers, employers and the state individually as well as in relation to each other. The study investigated the future prospects of flexible forms of employment along with its impact on the economic opportunities for the enterprises and workers and conclusion has been drawn. The impact of flexible employment was also investigated on the welfare of the population and the development of national economies in the context of globalization. Three forms of flexible employment: temporal flexibility, spatial flexibility and functional flexibility have been identified to achieve the research goal.
The prospects of flexible form of employment for the enterprise and employee were assessed based on the subjective approach. The rapid assessment and empirical analysis method were used to track the population dynamics and their interest in flexible forms of employment. The results show that the increase in the share of flexible employment in the economy is justified by the increased importance of creative labor in the labor market. Flexible workers represent a diverse population group in terms of the socio-economic structure. The active development of flexible forms of employment has been considered as a manifestation of the self-regulating economy and as a form of adaptation of the population to the changing socio-economic situation. The new agile business integration can reduce the costs of hiring a full-time employee and increases employees’ motivation level. The state needs to institutionalize new forms of employment in order to ensure the competitiveness of the national economy and to ensure budget revenues.

Flexible form of employment: prospects of development

The food security on national and regional levels has a great significance in the modern world. In Russia unstable geopolitical situation together with the sanctions, imposed by the EU and USA, makes the question of intensive agrarian sector development more important than ever. Therefore the research covers the topical issues. The challenges connected with import substitution as well as new opportunities opening before agro-industrial enterprises make us analyze questions of food security more deeply. The main objective of our research is to estimate the level of regional food security, to identify the factors providing food security, to create the model of food security, and to develop recommendations for agrarian policy improvement. In the article we consider the conditions and state of agro-industrial complex in Chelyabinsk Region. Discovered features and main tendencies in this sector define key problems, including imperfection of the contractual relations, high entrance barriers, and technological lag. The existing agrarian policy in Russia demonstrates low level of effectiveness. It must be directed to improve the contractual relations in the sector as the main condition of regional food security achievement, which demands to reduce a chain of contractors “farmers—manufacturers—merchandisers—consumers” by effective regulation of all agents’ relationship.

Large-sized Enterprises in Russia: An Analysis of Federal Districts

The aim of the article is to analyze the distribution of large Russian enterprises in key areas of activity within each federal district. Analytical and review articles concern problems of large, medium and small businesses, their role in the national economy and regional economic policy, problems of interaction between the state and business structures are the basis of theoretical and methodological approach of this research. The information base for this research is the data of accounting and tax reporting of large Russian enterprises in 2016. This data was provided by the First Independent Rating Agency. We show an uneven distribution of large enterprises across the Russian territory. More than a half of the large-sized enterprises are located in the Central Federal District. We identify areas of activity peculiar to large enterprises in each federal district and also areas of activity that are not very popular among large businesses. In the majority of regions, the greatest percent of the enterprises are presented by wholesale and retail trade. On the second place there are the enterprises of the manufacturing industry. As for mining, large business is concentrated in those regions where minerals are extracted. Among the least popular sectors are the spheres of research and development. The results will be a platform for further evaluation of the contribution of large business to the welfare of Russian regions.
