Abstract: The experiences and methodologies employed in evaluating nutrition programs in developing countries are explored. This document was prepared to facilitate the activities of individuals and organizations involved in formulating evaluation strategies. Terminology and concepts used in the field of nutrition evaluation are defined followed by a more detailed discussion. Multitudinous reasons for nutrition evaluation are suggested the interactive tasks of planning and evaluation are stressed and the distinction between process and impact evaluation is noted. Methodological issues related to evaluating the impact of nutrition programs are addressed. Obstacles to impact evaluation and a brief discussion of evaluation designs employed in the literature are included. The selection use and interpretation of nutritional measures is discussed with respect to objectivity coverage directness completeness and precision. The distinction between research evaluative research and operational programs is examined. Abstracts of program evaluations are presented. 70 documents are abstracted with emphasis on the evaluation methodologies used not on the nature or outcome of the programs. The findings of communications with the following agencies and organizations contacted during the preliminary stages of work on this report are presented: ACC Subcommittee on Nutrition CARE Catholic Relief Services Food and Agriculture Organization of the United Nations German Agency for Technical Cooperation International Fund for Agricultural Development Swedish International Development Authority United Nations Childrens Fund World Bank World Food Programme and World Health Organization.
