The stochastic economics of windpower

Real-time pricing (RTP) is an electric power service offering in which prices vary over time, based on projected supply and demand conditions. Prices may vary hourly or in larger time blocks and are typically announced several hours to one day in advance. RTP is an attractive option because it approximates the economic efficiency of spot pricing, while allowing customers time to react to prices. Currently, most RTP programs are experimental and price is set at approximately marginal cost. This approach does not consider how customers respond to the prices, as well as how their responses impact system costs and capacity requirements

A linear programming model for real-time pricing of electric power service

Consumer behavior theory is used in a cost/benefit comparison of peak-load pricing (PLP) and direct load control (DLC) to determine their short- and long-term implications. In some instances, as with timers or signals for hot-water heaters, the costs of implementing load control may be quite low. The European experience indicates that there are good potential applications of this technique for residential, commercial, and industrial consumption. However, it is possible that load control is not well suited for other applications unless more techniques are used to ration consumption. If the uniform price signal sets up incentives for uneconomic investments, the application can be self-defeating from the standpoint of social efficiency (including energy conservation). Public policy decisions should be based on more empirical testing, and these techniques should be carefully studied by both regulators and firms. 17 references, 5 figures.

In this article, density estimation procedure is used to calculate the marginal cost of producing electricity after accounting for fixed outages. Two density estimation techniques, the Kernel method and the maximum penalized likelihood method are used to estimate load density. Next, in a production cost modeling framework, both the marginal variable operating cost and the marginal fixed capital cost are calculated for an Indian utility.
