Today's criminal justice system faces enormous challenges across a broad spectrum of issues. Sex offenses are one such issue posing unique problems to criminal justice practitioners. Research on adult sex offenders indicates offense patterns begin early in life, usually around preor postadolescence. This underscores the importance ofjuvenile sex offender rehabilitative intervention to curb individuals' offense histories before they escalate in severity and frequency. This nationwide study describes 30 juvenile sex offender treatment programs. Survey research identifies programs in state institutions treating incarcerated juveniles for sex crimes. The article details treatment modalities offered juveniles and describes biological, behavioral, and psychological regimens. The article also explores what rehabilitative strategies administrators would implement if unconstrained by financial andpolitical circumstances.

Juvenile Sex Offender Treatment at State-Operated Correctional Institutions

The use of alcohol may increase aggression. This well-known fact has been repeatedly demonstrated both by means of experiments (Boyatzis, 1974; Shunstich & Taylor, 1972) and by epidemiological criminological research. For example, in his well-known Philadelphia study, Wolfgang (1958) demonstrated as long ago as 1958 that alcohol played a part in about two thirds of the murders he analyzed. Even earlier - and possibly in a more sophisticated fashion - Shupe (1954) had established the link between alcohol and crimes of violence. By analyzing blood and urine samples of delinquents who had been arrested immediately after committing their violent offenses he was able to determine reliably to what extent these offenses were alcohol related, Shupe’s research showed that the use of alcohol was a contributory factor in crimes of violence. For example, 67% of murderers in the study had a blood alcohol level of more than 1.0% (for assailants the relative percentage was 60).

cause they have a misconception of what alcoholism is. Some sex offenders do not recognize their sex offence because they do not know what constitutes a sex offence. This is true of a minority of our sex offenders. Most of our sex offenders have very serious offences; rape, sexual assault with threats verbal, physical and sometimes, a weapon. Just as some alcoholics know what alcoholism is, even suspect they may suffer from it, but refuse to acknowledge their condition, so some very serious sex offenders deny their offences because of shame, humiliation and fear of disgrace or punishment.
