The reference value is set based on the value which was obtained from the actual heartbeat measurement of the driver in a reference value setting mode. The reference value is stored in a non-volatile read/write memory to be held even when the power is off. The difference in output levels of a light receiving element between when a light emitting element is energized and when it is deenergized, is checked for each heartbeat sensor to decide whether a heartbeat signal has been actually obtained therefrom. As a result of the decision, only those heartbeat sensors actually issuing the heartbeat signals are selectively utilized for making the measurement.

The present invention relates to a method and apparatus for preventing an impaired person from operating a vehicle. The method includes a means for evaluating the level of the necessary skills for the safe operation of motorized vehicles, including automobiles, watercraft, aircraft and machinery. Once this level is determined on an individual basis, before operation of the motorized vehicle can be effected, each individual must match or surpass the safety level for enabling the ignition of the device. If the individual is impaired such as by drugs or alcohol use, the evidence is retained and the ignition disabled to prevent operation of the motorized vehicle. The apparatus includes an electronic module necessary to activate a test routine or program which also records the time, identity of the user, the number of times passed or failed and any attempts to tamper with our circumvent the system.

An electromagnetic motor has a cup-shaped non-magnetic cylindrical rotor 13 with two separate windings 17 closing on to diametrically opposed commutator segments 15 and mounted for rotation between an inner 11 and outer 7 magnetic core, one of which is a permanent magnet.
