Ethnic Enterprise in America: Business and Welfare Among Chinese, Japanese and Blacks

A imigracao brasileira voltou a ter visibilidade nas discussoes sobre migracao em Portugal, o que se evidencia no numero de materias sobre o tema em jornais e revistas. O presente artigo tem como objetivo analisar como esse “novo” momento da imigracao brasileira para Portugal tem sido representado na midia portuguesa no primeiro semestre do ano de 2017. Mais ainda, almeja refletir sobre o que as mudancas desse fluxo revelam. Metodologicamente recorre a uma analise qualitativa com base na analise critica do discurso (ACD) de uma selecao de materias veiculadas pela comunicacao social portuguesa. Conclui-se que no momento atual a imigracao brasileira tem sido representada de uma forma mais positiva, dando visibilidade de forma seletiva aos casos de sucesso como os investidores e as familias de classe media e alta. No entanto, descura-se que os fluxos sao ainda mais diversos, e que esta diversidade sugere o inicio de uma terceira vaga migratoria brasileira para Portugal.

Imigração brasileira para Portugal: entre o surgimento e a construção midiática de uma nova vaga

Created in 2009 by the federal government, Minha Casa Minha Vida (MCMV) is the largest housing policy in Brazil. Since its creation, it has financed the majority of the country's social housing provision. However, we argue that MCMV operations are detached from the national housing policy framework, explicit in the National Social Housing Fund (FNHIS) and the National Housing Plan (PlanHab). In this paper we show that MCMV is not being primarily guided by the housing deficit, a crucial concern in PlanHab. Rather, our analysis suggests that MCMV responds to strategies aimed at Brazil's economic growth. Based on data from the Ministry of Cities and Caixa Economica Federal, the main financial agent for public housing in the country, we show that the production of housing units for low-wage families is basically located in sites where land costs are lower and production of estates is easier for entrepreneurs. Additionally, comparing MCMV's production aimed at low-wage families with that aimed at middle-wage families, we find that the program is more adherent to the latters' housing demand, than to the formers' housing deficit. Moreover, we observe that MCMV shows a rather limited range of housing solutions and types, as compared to a broader range by PlanHab. Finally, we propose some simple indicators that could be useful in monitoring the production of social housing, along with suggestions for the program's revision.

Minha casa minha vida, nosso crescimento: onde fica a política habitacional?

Contemporary liberal democracies have employed exclusive or restrictive language, such as promising stricter border control, to ease domestic concerns about increased immigration, while simultaneously maintaining inclusive outcomes by accepting immigrants to support labor markets or to concur with global norms. Dynamic changes in migration flows disrupt this exclusive–inclusive balance known as the policy gap. Aligned with the South American shift since 2016 to more restrictive migration measures, in 2018, Chile’s new administration proposed legislation to replace the migration law, started a regularization process, and issued two executive decrees to change nationality‐specific visa procedures. We analyze the language, timing, and implementation of the decrees as units of analysis, juxtaposing their apparent versus actual purposes. Since Chile positions restrictive measures as protective of immigrants, this case of migration governance inverses the policy gap debate; now, inclusive language disguises exclusive outcomes.

Inclusive Language for Exclusive Policies: Restrictive Migration Governance in Chile, 2018

Este articulo, fruto de reflexion teorica e investigacion empirica, analiza el fenomeno de inmersion del emprendedor y el impacto de las redes sociales en la creacion y mortalidad de negocios, distinguiendo aquellos que logran sobrevivir de aquellos que se extinguen. Su base empirica deriva de investigacion de naturaleza cuantitativa y comparativa, realizada en el periodo 2008-2009. Para tratar los datos, ha sido desarrollada una propuesta metodologica diferenciada, con indicadores capaces de evaluar y mensurar algunos componentes del embeddedness y su impacto en el mundo de los negocios. Los resultados sugieren que existen diferenciaciones entre los dos conjuntos investigados y que las redes sociales pueden influenciar positivamente las posibilidades de supervivencia de las empresas en el mercado. El articulo contribuye con innovaciones en el campo metodologico, ademas de ofrecer contribuciones en el plano teorico, ayudando a desvendar algunas de las dimensiones del proceso de creacion y mortalidad de empresas, con resultados de naturaleza practica.

The scenario of international migration has undergone profound changes over the past decade. In Brazil if the arrival of immigrants from neighbouring countries has widened, a new component of this flow included a significant number of returnees Brazilians and immigrants of other regions who had little or no history of population exchanges with Brazil, specifically is notoriously large presence of Haitians. This article aims to explore the diplomatic process for humanitarian visa attribution to Haitian citizens, its phases and procedures, as well as the legitimacy of its attribution by the Brazilian Government. It therefore aims to evaluate the state of art of the humanitarian visa attribution. Starting from these objectives, we will briefly discuss on the migratory policy of Brazil and, secondly, on the process for the attribution of humanitarian visa to Haitian citizens. This study aimed to understand and analyze the role of social networks in the host country in the entrepreneurship of a Syrian immigrant in Brazil. With the use of the life history methodology, we sought to identify and describe the types of resources that are offered by social networks, analyzing the role of these networks in the entrepreneurship of an immigrant. The results confirm studies reported in the literature, that is, social networks represent sources of various types of resources, among them financial, social and human capital and still act as emotional support and counseling that allies favor immigrant and ethnic entrepreneurship. The survey also confirmed that social networks are valuable tools for creating and maintaining new business.

Empreendedorismo Imigrante e Étnico: O Papel das Redes Sociais no Processo Empreendedor de um Imigrante Sírio no Brasil

Este artigo tem como objetivo discutir a posicao estrategica de Portugal no mapa migratorio da Europa, a partir dos fluxos aereos coletados entre os aeroportos do pais, outros aeroportos da Uniao Europeia e paises de lingua portuguesa. Baseia-se na concepcao de redes e grafos para elaborar um retrato da conectividade aerea, atraves da analise de dados de voos de um dia de semana tipico. Mediante analise comparativa da conectividade aerea de Portugal e de outros aeroportos europeus, desperta para a vulnerabilidade de aeroportos e cidades situados em nos aereos estrategicos, bem como para a necessidade de estudos sobre as redes de trafego aereo, paralelamente as redes sociais de migrantes. Palavras-chave: Portugal, migracoes, aeroportos, redes. Abstract This paper aims at discussing the strategic position of Portugal on the migratory map of Europe from the perspective of the connections among its airports and other airports located in the European Union and in Portuguese-speaking countries. The approach relies on the concepts of networks and graphs to draw a picture of air connectivity from flight data collected on a typical weekday. The comparative analysis of air connectivity in Portugal, other airports in Europe and airports of Portuguese-speaking countries intends to shed a light on the vulnerability of airports and cities that represent nodal points from the perspective of air flows, as well as on the need for further studies that focus on aerial networks and social networks simultaneously.    Keywords: Portugal, migrations, airports, networks.
