Value Engineering for Small Transportation Projects

The Oregon State Highway Department's experimental Value Engineering team examined over 40 highway projects in a search cost savings without sacrificing quality. While the search yielded only four projects where major savings were deemed possible, those savings added up to an impressive $2.5 million. The authors document the Value Engineering alternatives considered and savings achieved in one of these projects, an overlay design for a cracking 10-mile stretch of Interstate 5. Excerpts from a recent FHWA directive on Value Engineering are also included.
