All questions relating to breeding and production fall naturally into his sphere of work as mentioned in this paper. But unless, however, the methods of selling the produce are calculated to yield an adequate return and leave a satisfactory profit to those engaged in this pursuit, his labour will be jeopardized if not actually made useless.

TL;DR: The present is with us, but the future must be left largely to its own evolution as mentioned in this paper, and there can be seen something of what is and what will be, although we are too near current events to appreciate their meaning.
