We investigate whether income inequality affects subsequent growth in a cross-country sample for 1965-90, using the models of Barro (1997), Bleaney and Nishiyama (2002) and Sachs and Warner (1997), with negative results. We then investigate the evolution of income inequality over the same period and its correlation with growth. The dominating feature is inequality convergence across countries. This convergence has been significantly faster amongst developed countries. Growth does not appear to influence the evolution of inequality over time. Outline

Women and Human Development: The Capabilities Approach

The United Nations sustainable development goals are under fire. By attempting to cover all that is good and desirable in society, these targets have ended up as vague, weak, or meaningless. We suggest a model for sustainable development based on three moral imperatives: satisfying human needs, ensuring social equity, and respecting environmental limits. The model reflects Our Common Future's central message, moral imperatives laid out in philosophical texts on needs and equity, and recent scientific insights on environmental limits. The model is in conflict with the popular three-pillar model of sustainable development, which seeks to balance social, environmental, and economic targets. Rather, we argue that sustainable development constitutes a set of constraints on human behaviour, including constraints on economic activity. The Imperatives of Sustainable Development

The use of indicators is a prominent feature of contemporary global governance. Indicators are used to compare and rank states for purposes as varied as deciding how to allocate foreign aid or investment and determining whether states have complied with their treaty obligations. This article defines the concept of an indicator, analyzes distinctive features of indicators as technologies of governance, and identifies various ways in which the use of indicators has the potential to alter the topology and dynamics of global governance. Particular attention is paid to how indicators can affect processes of standard setting, decisionmaking, and contestation in global governance. The World Bank Doing Business indicators and the United Nations Human Development Index are analyzed as case studies.

Indicators as a Technology of Global Governance

This article recounts the intellectual history of the UNDP’s Human Development Index. It begins with the early history of welfare economics and follows this field through three successive revolutions in thought, culminating in the theory of human development. The first section traces this history from the origins of economic “utility” theory to Amartya Sen’s human capabilities approach. The second section chronicles past and present measures of social welfare used in the fields of economics and development, including national income and a variety of composite measures, up to and including HDI.

The Human Development Index: A History

Human Development Index (HDI) is a country-level measure of social welfare based on national values for average life expectancy, rates of adult literacy and school enrollment, and gross domestic product (GDP) per capita. Since HDI is based entirely on national averages it can provide only limited information about distribution within countries. The distribution of access to key resources is an important determinant of the effect of health, education and income on both individual well-being and on the aggregate well-being of a population as a whole. This paper makes a case for the importance of inequality to measuring social welfare; presents an original alternative to HDI that includes the distribution of health, education, and income in each country; and reports the results of this inequality-adjusted HDI for 46 countries.
