This bibliography presents selected articles, books, electronic documents, and other sources that are useful in understanding scholarly electronic publishing efforts on the Internet and other networks.

Scholarly electronic publishing bibliography

Purpose – This review aims to provide a snapshot of digital library research of the past 11 years (1997‐2007) that focuses on organisational and people issues, including those concerning the social/cultural, legal, ethical, and use dimensions.Design/methodology/approach – The review covers articles published in mainstream peer‐reviewed library and information science/studies journals. The analysis was done by drawing on a sample of 577 articles published in both academic and professional LIS journals.Findings – The analysis reveals that there are several topics that are dominant in the sample. There are significant research streams into one or more aspects of digital library use and usability, organisational and economical issues, as well as legal issues. In comparison, there is very little research in the sample that addresses ethical issues and social/cultural issues. Examines definitions of the library as a collection to demonstrate the centrality of collection development to library and information professionals, before moving on to the issue of collection development as a concept, showing how professional discourse on the subject has suffered from confused terminology Uses a four-phase framework to review the impact of information and communication technology (ICT) on libraries, concentrating on its effects on collections and their development The final part of the chapter returns to academic and practitioner conceptions of collection development in digital environments, concluding with a set of questions for reflection on the future of collection development

The concept of collection development in the digital world

This is the first part of a two-part paper which explores methods that can be used to evaluate digital libraries in the health sector. In this first part, some approaches to evaluation that have been proposed for mainstream digital information services are examined for their suitability to provide models for the health sector. The paper summarizes some major national and collaborative initiatives to develop measures for digital libraries, and analyses these approaches in terms of their relationship to traditional measures of library performance, which are focused on inputs and outputs, and their relevance to current debates among health information specialists. The second part* looks more specifically at evaluative models based on outcomes, and models being developed in the health sector.

Since 1995, the Library of Virginia’s Digital Library Program (DLP) has created digital images of more than 700,000 original document pages, 1,100 maps, 36,000 photographs, and 1.6 million catalog card images, and has created 32 bibliographic databases with more than 330,000 MARC records, 50 electronic card indexes, and numerous electronic finding aids. The bulk of the DLP’s funding comes from the Library Services and Technology Act (LSTA) federal program, but in 1997 the Library received a grant from the Andrew W. Mellon Foundation to catalog and digitize the Virginia Historical Inventory Project (VHI). After an introduction to the DLP and VHI, this article will discuss the costs and benefits of creating the online version and will compare the one‐time development cost and subsequent delivery of the digital resource to the long‐term costs and benefits of providing access to these materials via traditional means.

The Library of Virginia Digital Initiative

Digital libraries are at a point in their progression where many have been well established. Furthermore, groups in the field have begun to develop best practices in areas such as digitization and metadata architecture. However, other areas have been less discussed, namely the organizational and management issues that digital libraries must address. These issues include staffing, collaboration among departments or institutions, budgeting, and the strategies that digital libraries use to ensure long-term sustainability for projects. Panelists in this session will discuss the strategies that they have used to meet the organizational and management needs of their digital library projects.
