Nothing to Hide : The False Tradeoff between Privacy and Security by Daniel J. Solove

We present results from the CARISMAND project, 1 which investigated the relationships between risk perception and cultural factors in man-made and natural disasters. The present study focused on attitudes, feelings and perceptions in a”low-risk” country, the island of Malta. This research location was chosen due to its unique geographical and geo-political position. In combination with the low level of prevalent disaster risk, it can be seen to be particularly suitable for elucidating cultural factors which are strong enough to generate behavioural change in such an environment and allow further insight into the relationship between risk perception, culture and behaviour. The data were collected during a Citizen Summit (held in Malta in 2016) which combined quantitative inquiry, for measuring cognitive and emotional responses related to risk perception, with qualitative methods that follow the “fluid” character of culture. We found that disaster risk perception showed only weak links to preparedness intentions, supporting other published results. Focus group discussions revealed several cultural traits, most prominently strong family values and social cohesion, which was also supported by the quantitative data. Furthermore, we found evidence of how personal values are transformed into cultural values, and how these can work in favour, or against, a motivation to prepare for disasters. Our results suggest that integrating shared local values, shared everyday experiences, and shared local memories in risk communication strategies and behavioural guidelines may be effective in encouraging citizens’ disaster preparedness.

Applying cultural values to encourage disaster preparedness: Lessons from a low-hazard country

Pre-emptive security emphasizes the necessity of envisioning and designing technologies enabling the anticipation and management of emergent risks threatening human and public security. Surveillance functionalities are embedded in the design of these technologies to allow constant monitoring, preparedness and prevention. Yet surveillance-orientated security technologies, such as smart CCTVs or Deep Packet Inspection, bring along with their implementation other risks, such as risks of privacy infringement, discrimination, misuse, abuse, or errors, which have often triggered public outrage and resistance. The same measures meant to foster human security, can potentially make people feel insecure, vulnerable, and exposed. This outcome is the result of a narrow approach toward problem solving that does not take into account those same people the technology is supposed to protect. Drawing from both the socio-cultural and psychometric approaches to risk analysis and from the literature on public engagement in science and technology, this article presents a new methodological tool, which combines traditional citizen summit method with an innovative mixed-method research design. The objective of this new form of participatory exercise is to engage the public and gather socially robust and in context knowledge about the public acceptability of these technologies. The method has been developed as part of the SurPRISE project, funded by the European Commission under the SeventhFramework Program. The article presents the theoretical framework and preliminary results of citizen summits organized across Europe.

Beyond the security paradox: Ten criteria for a socially informed security policy:

This paper aims to show how the Green Campus Program has been implemented at the Faculty of Sociology of the University of A Coruna (Spain). It describes the criteria used to create teaching sustainability actions related to community engagement to introduce education for sustainable development into college curricula.,Drawing on a human-centered design model approach, as well as on transformative teaching theories, this study explores the criteria used to build the Free Classroom based on a participatory model.,The authors argue that the success of this activity depends on how it relates to the theme-based specialization of the different academic degrees through which they are managed. Equally important is the creation of permanent spaces that enable the collaboration of other organizations, such as non-governmental associations and local public administrations.,The findings provide valuable insights into how the social dimension of sustainability in higher education institutions can be emphasized. A model of implementation of the activities is offered under which academic, political, student and community agents are coordinated to favor the change of attitudes and behaviors to strengthen SD.
