Why Nations Fail: The Origins of Power, Prosperity, and Poverty

The United Nations was founded, in the words of its Charter, in order \"to save succeeding generations from the scourge of war.\" Meeting this challenge is the most important function of the Organization, and to a very significant degree it is the yardstick with which the Organization is judged by the peoples it exists to serve. Over the last decade, the United Nations has repeatedly failed to meet the challenge, and it can do no better today. Without renewed commitment on the part of Member States, significant institutional change and increased financial support, the United Nations will not be capable of executing the critical peacekeeping and peace-building tasks that the Member States assign to it in coming months and years. There are many tasks which United Nations peacekeeping forces should not be asked to undertake and many places they should not go. But when the United Nations does send its forces to uphold the peace, they must be prepared to confront the lingering forces of war and violence, with the ability and determination to defeat them.

A Critique of the Report of the Panel on United Nations Peace Operations

Frederick Winslow Taylor (1856-1915) was the first efficiency expert, the original time-and-motion man -the father of scientific management, the inventor of a system that became known, inevitably enough, as Taylorism. \"In the past the man has been first. In the future the System will be first,\" he predicted boldly, and accurately. Taylor bequeathed to us, writes Robert Kanigel in this definitive biography, a clockwork world of tasks timed to the hundredth of a minute. Taylor helped instill in us the obsession with time, order, productivity, and efficiency that marks our age. His influence can be seen in factories, schools, offices, hospitals, libraries, even kitchen design. At the peak of his celebrity in the early twentieth century, Taylor gave lectures around the country and was as famous as Edison or Ford. To organized labor, he was a slave driver; to the bosses, he was an eccentric and a radical. The peril of international development in local context and the misfit of poverty analysis in Africa

The operations of the Southern African Development Community Standby Force (SADCSF) have been hindered as a result of the agency’s inability to fund peace operation (PO) in the region. Premised on this backdrop, this study proposes a funding model through which the SADCSF can generate funds for quick response in crisis areas in the region. In so doing, the study uses thematic reviews, analytical framework and secondary data in proposing the model for PO in the region. It contends that a functional and effective peace in the Southern African region could assist in reducing adverse cases of human right abuse as seen in Zimbabwe, transnational criminality (throughout the region) and maritime piracy among others in the region. Task on Tank model for funding peace operation in Africa – A Southern African perspective

Background: Complexities generally are conundrums that inhibit efficiency and effectiveness in research and practice; one of the symptoms of this is nebulous obstruction to task completion in the workplace. Complexities in work procedures create complications in the application of procedures for completing tasks. Recent trends in the Auditor General’s report have demonstrated the metastasising culture of non-compliance to work procedures in municipalities in South Africa. Research, as well as the audit outcomes for the Eastern Cape in particular, is a testament to this assertion. Therefore, there is no need to make work more complex. Aim: To ascertain whether the application of Taylorism in the workplace could improve performance and to access the utilisation of work procedure in municipalities in the Eastern Cape. Setting: This study was carried out using quantitative data collected from a District Municipality and its five local municipalities at the Transkei area of the Eastern Cape, South Africa. Method: A survey completed by 593 municipality workers (junior workers) was collected and analysed using statistical methods and triangulation. Results: Findings from the article reveals that work procedures in the organisation might be old and archaic. It may be relevant to workers who have little or no interference from externalities with regard to their job commitments. It recommends that those officials that perform routinised functions in municipalities should use a work procedure manual when completing their task. Based on the notion that work procedures engender compliance, increase outcome and output, increase productivity, save time, reduce stress and organisational friction or conflict in organisations. Conclusion: It concludes that procedures that are comprehensible (simple), accessible (organically inputted and communicated) and accurate (effectively designed) will improve the daily functionality of lower echelon staff in the municipalities, especially those requiring little or no external influence on the completion of a task.
