Estimates of population exposure to atmospheric pollution and health-related externalities in a real city: The impact of spatial resolution on the accuracy of results

This paper aims to provide scientific support for decision-making in the field of improving air quality by evaluating pollution reduction measures included in the current Spanish policy framework of the 1st National Air Pollution Control Programme (NAPCP). First, the health impacts of air quality are estimated by using the concentrations estimated by multiscale air quality modeling and the recommended concentration–response functions (CRF), specifically as a result of exposure to particulate matter (PM), nitrogen dioxide (NO2), and ozone (O3). Second, the associated external costs are calculated by monetization techniques. Two scenarios are analyzed: a package including existing measures (WM2030) and a package with additional measures (WAM2030). Compared with the baseline scenario, an improvement was found in the health effects of NO2, PM10, and PM2.5, while for O3 there was a slight worsening, mainly due to the increase in the O3 metric used (SOMO35), which increases over some urban areas. Despite this, the monetary valuation of the total effects on health as a whole shows external benefits due to the adoption of measures (WM2030), compared with the reference scenario (no measures) of more than € 17.5 billion and, when considering the additional measures (WAM2030), benefits of about € 58.1 billion.

Benefit Analysis of the 1st Spanish Air Pollution Control Programme on Health Impacts and Associated Externalities

The main aim of this study is the identification of the most appropriate measures and policies to combat particulate air pollution in the city of Thessaloniki, Greece through a methodology including the calculation of emissions by sector and the application of an air quality modeling system. The identification of the current air quality situation showed that the exceedances of the mean PM10 daily levels occur during the cold winter months with residential heating being the major contributor representing a 73% share of total PM10 emissions. Moreover, the effect of the biomass consumption for heating purposes on PM10 concentrations has been verified and quantified by implementing a regression model identifying that a PM10 emissions reduction by 45% would result in the elimination of the exceedances of the mean PM10 daily values. Based on the above, a set of cost-effective measures and policies were defined and their impact on PM10 emissions was estimated. Finally, the air quality modeling system was applied for the mitigation scenarios selected, leading to a significant reduction of 67% in the number of exceedances observed and ensuring compliance with the limit of 35 exceedances of the daily value limit per year pursuant to European Legislation.

Measures and Policies for Reducing PM Exceedances through the Use of Air Quality Modeling: The Case of Thessaloniki, Greece

Health impact assessment (HIA) has been regarded as an important means and tool for urban planning to promote public health and further promote the integration of health concept. This paper aimed to help scientifically to understand the current situation of urban HIA research, analyze its discipline co-occurrence, publication characteristics, partnership, influence, keyword co-occurrence, co-citation, and structural variation. Based on the ISI Web database, this paper used a bibliometric method to analyze 2215 articles related to urban HIA published from 2012 to 2021. We found that the main research directions in the field were Environmental Sciences and Public Environmental Occupational Health; China contributed most articles, the Tehran University of Medical Sciences was the most influential institution, Science of the Total Environment was the most influential journal, Yousefi M was the most influential author. The main hotspots include health risk assessment, source appointment, contamination, exposure, particulate matter, heavy metals and urban soils in 2012–2021; road dust, source apposition, polycyclic aromatic hydrocarbons, air pollution, urban topsoil and the north China plain were always hot research topics in 2012–2021, drinking water and water quality became research topics of great concern in 2017–2021. There were 25 articles with strong transformation potential during 2020–2021, but most papers carried out research on the health risk assessment of toxic elements in soil and dust. Finally, we also discussed the limitations of this paper and the direction of bibliometric analysis of urban HIA in the future.

Trends, Issues and Future Directions of Urban Health Impact Assessment Research: A Systematic Review and Bibliometric Analysis

This research proposes a set of 12 self-assessed air pollution adaptive capacity (APAC) indicators to determine and mitigate individual-level air pollution-related health risks. In the study, the APAC indicators were first statistically validated based on data from panels of experts using structural equation modeling. The validated indicators were subsequently transformed into a questionnaire to measure the individual-level APAC index. For ease of interpretation, the APAC index was converted into an APAC grade. The APAC grade was compared against the grading criteria based on Air Quality Index (AQI) levels to assess the individual-level health risks from air pollution. The proposed APAC-based self-assessment program to determine the individual-level health impacts from air pollution could be adopted as an economical and efficient alternative to costly and complicated clinical assessment.

Self-Assessment Adaptive Capacity Indicators of Health Risks from Air Pollution

During the last few decades, European legislation has driven progress in reducing air pollution in Europe through emission mitigation measures. In this paper, we use a chemistry transport model to assess the impact on ambient air quality of the measures considered for 2030 in the for the scenarios with existing (WEM2030) and additional measures (WAM2030). The study estimates a general improvement of air quality for the WAM2030 scenario, with no non-compliant air quality zones for NO2, SO2, and PM indicators. Despite an improvement for O3, the model still estimates non-compliant areas. For this pollutant, the WAM2030 scenario leads to different impacts depending on the indicator considered. Although the model estimates a reduction in maximum hourly O3 concentrations, small increases in O3 concentrations in winter and nighttime in the summer lead to increases in the annual mean in some areas and increases in other indicators (SOMO35 for health impacts and AOT40 for impacts on vegetation) in some urban areas. The results suggest that the lower NOx emissions in the WEM and WAM scenarios lead to less removal of O3 by NO titration, especially background ozone in winter and both background and locally produced ozone in summer, in areas with high NOx emissions.
