Governing the Commons

Part I The first part of the paper is devoted to the monetary indicators of social welfare. It is shown which methods of quantitative estimating the aggregate wealth and well-being are available in the modern economic theory apart from the traditional GDP measure. The limitations of the methods are also discussed. The author shows which measures of welfare are adequate in the dynamic context: he considers the problems of intertemporal welfare analysis using the Net National Product (NNP) for the sustainability policy and in the context of concern for well-being of the future generations.

Beyond GDP: The Quest for a Measure of Social Welfare

This paper critically examines the various approaches to the measurement of individual well-being and social welfare that have been considered for the construction of alternatives to GDP. Special attention is devoted to recent developments in the analysis of sustainability, in the study of happiness, in the theory of social choice and fair allocation, and in the capability approach. It is suggested in the conclusion that, although convergence toward a consensual approach is not impossible, for the moment not one but three alternatives to GDP are worth developing. We don't have satisfactory answers to questions that ask what we must share with our neighbor for our common good and the rights we retain in the process. Yet such answers will be the legacy of our age. For the Common Good

La croissance economique, celle du PIB, reste le principal critere de performance des nations, mais c'est un critere de plus en plus conteste. Les auteurs dressent un bilan de cette contestation, mais presentent surtout de nouveaux indicateurs, fondes sur des visions alternatives de la « richesse des nations ». Ces indicateurs s'interessent, selon les cas, au « developpement humain », a la « sante sociale », mais aussi a la soutenabilite ecologique. Ils tiennent compte de richesses oubliees comme celles que produit l'activite benevole ou l'activite domestique, de richesses environnementales en voie d'epuisement ou sacrifiees, ou encore de criteres d'inegalites et de pauvrete. Ils pourraient servir de guides a d'autres politiques economiques, sociales et environnementales.

Les nouveaux indicateurs de richesse

Ni un secteur, ni vraiment nouveaux, les services a la personne sont un champ de forces en tension. A la fois instruments de la politique d'emploi et de politique sociale, ils destabilisent les compromis du « modele francais ». C’est par le prisme de l’emploi que cet ouvrage propose d’explorer la socioeconomie des services a la personne. Combien d’emplois ? Quelles evolutions ? Quelle qualite de l’emploi ? Pour quel service ? Les activites concernees s’effectuent souvent dans le cadre d’un rapport social ou prestataire et usager, ou client, sont en interaction. Cette singularite rend indispensable une approche qui ne transforme pas le service a la personne en un banal produit. L’aide a domicile aupres des personnes âgees est l’archetype d’une telle approche. Elle pose la question de la compatibilite entre le caractere authentiquement professionnel de la prestation et la grande fragilite economique et sociale dans laquelle se trouve souvent le salarie qui l’effectue. Peut-on penser la professionnalisation des salaries sans interroger la qualite des services rendus, ni la nature des conditions de travail et d’emploi ? Au-dela de simples enjeux sectoriels, ces questions engagent de veritables choix de societe.
