The four Visegrad states — Poland, the Czech Republic, Slovakia (until 1993 Czechoslovakia) and Hungary — form a compact area between Germany and Austria in the west and the states of the former USSR in the east. They are bounded by the Baltic in the north and the Danube river in the south. They are cut by the Sudeten and Carpathian mountain ranges, which divide Poland off from the other states. Poland is an extension of the North European plain and like the latter is drained by rivers that flow from south to north west — the Oder, the Vlatava and the Elbe, the Vistula and the Bug. The Danube is the great exception, flowing from its source eastward, turning through two 90-degree turns to end up in the Black Sea, forming the barrier and often the political frontier between central Europe and the Balkans. Hungary to the east of the Danube is also an open plain. The region is historically and culturally part of western Europe, but its eastern Marches now represents a vital strategic zone between Germany and the core of the European Union to the west and the Russian zone to the east.

Una perspectiva que despierta cada vez mayor interés por parte de administradores públicos, políticos y analistas es el de las llamadas políticas públicas. Se trata de un camino relativamente nuevo, que permite, por una parte, observar y analizar los asuntos públicos desde un ángulo singular vinculado a la transformación de la acción gubernamental y, por otra, idear mecanismos para atender o dar respuesta a lo que se percibe como problemas de orden público. Como es sabido, los problemas públicos son complejos y multideterminados. Su análisis requiere de herramientas que van más allá de lo que comúnmente ofrecen disciplinas como la sociología, la economía, la ciencia política, la administración pública o la psicología por sí solas. De hecho, lo que busca la “ciencia de las políticas”, como la bautizó uno de sus padres fundadores, Harold Laswell (1992: 105), es integrar los conocimientos provenientes de diversas disciplinas bajo un enfoque cuyo objetivo es advertir y “solucionar” problemas. Recientemente, el académico británico Wayne Parsons se ha dado a la tarea de reunir en una sola publicación los aspectos más relevantes del conocimiento que se ha producido alrededor de las políticas públicas. Bajo el título Public Policy: An Introduction to the Theory and Practice of Policy Analysis, Parsons da cuenta de los temas y debates teóricos centrales de este enfoque, además de aportar múltiples referentes bibliográficos y detalles sobre estudios de caso que ilustran la riqueza de las políticas públicas, pues muestran no sólo cómo se aplican sino, sobre todo, qué explicaciones y respuestas pueden brindar. Public Policy: An Introduction to the Theory and Practice of Policy Analysis

Intersecting the boundaries of public and private economic activity, public-private ties carry important organizational strategy, management, and policy implications. We identify the value creation and capture mechanisms embedded in these ties through a theoretical framework of two conceptual public-private structural alternatives, each associated with different value-creating capacities, rationales, and outcomes. Two important restraints on private value capture--public partner opportunism and external stakeholder activism--arise asymmetrically under each form, carrying a critical effect on partnership outcomes.

Resumo Neste artigo são analisadas as múltiplas dimensões da atuação dos burocratas de nível de rua no contexto brasileiro da implementação de políticas públicas. O objetivo do ensaio é contribuir para uma maior compreensão do tema com uma abordagem analítica expandida. Para tanto, foi realizada uma pesquisa bibliográfica em bases digitais acadêmicas que permitiu identificar e selecionar trabalhos nacionais e internacionais de acordo com critérios metodologicamente definidos. As publicações obtidas foram analisadas e organizadas em razão das seguintes categorias conceituais: discricionariedade, estruturas, ação individual e relações. Da tensão sobre regras e discricionariedade na administração pública, a análise e a interpretação desses textos evidenciaram: a) a necessidade de cotejar, separadamente e em conjunto, três diferentes perspectivas da atuação dos burocratas de nível de rua (a perspectiva estrutural, a de ação individual e a relacional); b) a necessidade de compreender a articulação dessas perspectivas no próprio processo de implementação. Após este trabalho de revisão bibliográfica foram formuladas hipóteses para uma análise expandida da atuação dos burocratas implementadores, traçando-se linhas para pesquisas futuras sobre o tema. Este ensaio contribui para o debate sobre o tema com um construto teórico inédito, que busca integrar as três diferentes perspectivas analíticas apresentadas numa síntese dialética dos conceitos centrais da literatura sobre a implementação de políticas públicas pelos burocratas de nível de rua.

Street-level bureaucrats’ action in the implementation of public policies in Brazil: a proposal for expanded analysis

This article analyzes the multiple dimensions of street-level bureaucrats’ action in the implementation of public policies in the Brazilian context. The study aims to contribute to understand the subject with an expanded analytical approach. Bibliographic research was carried out in academic digital databases, identifying and selecting national and international works, according to methodologically defined criteria. The publications were analyzed and organized according to the following conceptual categories: discretion, structures, individual action, and relations. From the tension regarding rules and discretion in public administration, the analysis and interpretation of these works showed: a) the need to compare, separately and jointly, three different perspectives of street-level bureaucrats’ action (structural, individual action and relational perspectives); b) the need to understand the relationship of these perspectives in the implementation process itself. After the bibliographic review, hypotheses were formulated for an expanded analysis of the policy implementers’ action, suggesting lines for future research on the subject. This article contributes to the debate on the subject with an unprecedented theoretical construct that seeks to integrate the three different analytical perspectives presented in a dialectical synthesis of the central concepts of the literature on street-level bureaucrats’ implementation of public policies.

A atuação dos burocratas de nível de rua na implementação de políticas públicas no Brasil: uma proposta de análise expandida

With the intent of contributing to the Applied Strategy literature in Public Management and assisting public manager decision-making, this research investigated the effects of public and private capabilities on cost and quality of outsourced public sector service contracts. To do so, we studied 167 service contracts between a Federal Public Administration entity and various private providers, during the period from 2002 to 2015. Data collected were organized in a specific dataset and analyzed using multivariate regressions. Results suggest that, in the face of an environment characterized by modest incentives and a low level of competition between companies, public agent wages, training and experience have contradictory effects, or no effects at all, on contract performance, particularly for cost indicators. With respect to private capabilities, this study verified that company experience has a positive influence on quality indicators; however, from the public interest point of view, financial capacities – in particular general liquidity – negatively affect cost indicators. These results contribute advances in the discussion about the heterogeneities present in buyer-supplier relations in public contracts and their effects on performance.
