Several factors have contributed to the decline in social planning in community development since the 1970s. This paper presents a three-phase model for the analysis of social planning respecting some of the misconceptions confronting social planning. No consensus exists as to the definition of social planning among scholars and practitioners. It is accepted, however, that the general purpose of social planning is to attempt to combat societal inequities such as homelessness and poverty. The three phases of social planning discussed are socially aware planning, socially responsible planning and institutional change. The dynamic interactions between the phases are presented to support the challenge to the community development practitioners to help improve the quality of life for all citizens.
