PROBLEM TO BE SOLVED: To provide an image processing technology capable of generating an output image with proper visibility, regardless of input image types. SOLUTION: A base gamma curve calculation portion 10 calculates a base gamma curve, where an input level less than a predetermined level is associated with an output level outputted more darkly and an input level over the predetermined level and not more than a second predetermined level is associated with an output level outputted more brightly. A gamma curve correction amount calculation portion 20 calculates an amount of gamma curve correction from a histogram showing a frequency of occurrence at each level of input image signals. A gamma curve calculation portion 30 for signal transformation calculates a gamma curve for signal transformation from the base gamma curve and the amount of gamma curve correction. PROBLEM TO BE SOLVED: To reduce block noise through ordinary graphic processing even without providing any particular device. SOLUTION: A display controller for generating a display image containing a compressed image which is compressed and stored in the unit of a block beforehand in at least a part thereof, is provided. The display controller includes a compressed image acquisition part 134, a developed image conversion part 135, a filter image acquisition part 136, and a display image generation part 137. The compressed image acquisition part 134 acquires a compressed image. The developed image conversion part 135 converts the acquired compressed image into a developed image constituted of pixel values. The filter image acquisition part 136 acquires a filter image constituted of pixel values correspondingly to the compressed image. The display image generation part 137 calculates and combines the pixel values of the developed image and the pixel values of the filter image to generate a display image.
