Bad subjects: Epistemic violence at arraignment:

Woodrow Wilson argued in a celebrated essay that governmental agencies could be insulated from political pressures, so regional planners and other experts could identify social problems systematically and implement desirable solutions efficiently. That goal is unrealistic under most circumstances. But are there conditions under which Wilson’s aspiration might be achieved? We argue that public agencies with divided “sovereignty” may, under certain conditions, insulate experts who can meet these goals. We specify factors that led to the creation of two such agencies and the variables that have permitted them to achieve significant success, but that have led, at times, to disappointment.

Cross-border Hostilities and Regional Planning in the United States and Canada: What Role for Expertise, Insulated from the “Hurry and Strife of Politics”?1

In this article, we explore the experiences of people who carry monetary sanction (or penal) debt across eight U.S. states. Using 519 interviews with people sentenced to fines and fees, we analyze the mental and emotional aspects of their experiences. Situating our analysis within research on the social determinants of health and the stress universe, we suggest that monetary sanctions create an overwhelmingly palpable sense of fear, frustration, anxiety, and despair. We theorize the ways in which monetary sanctions function as both acute and chronic health stressors for people who are unable to pay off their debts, highlight the mechanisms linking penal debt with mental and emotional burdens, and generalize our findings using national data from the U.S. Federal Reserve. We find that the system of monetary sanctions generates a great deal of stress and strain that becomes an internalized punishment affecting many realms of people’s lives.

Abstract The study of The Cantos, one of the most complex and difficult works belonging to literary modernism makes possible, precisely due to this observation, the exploration of a series of characteristics and dimensions of Pound’s work that have either remained in a programmatic stage or should be revisited more closely in order for their meanings to be discerned. ‘Analyticity’ and ‘scientism’ can be considered relevant characteristics of Pound’s work, with both aesthetic and methodologic meanings. The present study aims at investigating these two dimensions of Pound’s poetry as they appear in the second and the fourth decades of the 20th century. In conclusion the question is whether Pound’s analyticity and scientism could still be considered valuable from an aesthetic or methodologic point of view.

An Ideography of American Nationalism

In the troubling sixteenth century political and religious turmoil in Europe - and particularly in France - the cosmopolitan personality of Michel de Montaigne is not only indicative for acknowledging the more and more meddling resources of culture within the realm of politics, but is also explanatory for reforming and expanding the instruments of traditional diplomacy. Specifically, the consequential insights of Montaigne's post-Renaissance humanist stance highly impacted upon certain salient developments in the field of cultural diplomacy that could be analytically framed as i) a personal imprint on reforming political culture(s) tantamount to a conspicuous signature in the field of cultural pedagogy, and ii) a commendable approach to cultural pluralism, and an influential modus operandi in the practice of cultural relations. The present study purports to reflect upon the rise of modern cultural diplomacy through highlighting the impact of the above-mentioned traits on further developments of the field in one of the most characteristic figures of early modernity, Michel de Montaigne.
