TL;DR: A new three-dimensional subband coder is presented which provides six different spatio-temporal resolutions of a video signal and successfully merges spatial and temporal scalability without imposing restrictions on which of the six video resolutions can be decoded.

TL;DR: A new source coding algorithm is proposed which delivers an encoded bit stream that is scalable in both spatial resolution and frame rate and is found to be more robust with respect to variations in the type of motion present in video data.
