Technology policy and the regions — the case of the BioRegio contest

The paper examines how democracy affects long-run growth by influencing the quality of governance Empirical evidence is first presented showing that measures of the quality of governance are substantially higher in more democratic countries A general-equilibrium, endogenous growth model is then built to show how a governance-improving democracy raises growth In this model, stronger democratic institutions influence governance by constraining the actions of corrupt officials Reducing corruption, in turn, stimulates technological change and spurs economic growth Empirical evidence is presented showing that democracy is in fact a significant determinant of total factor productivity (TFP) growth between 1960 and 1990 in a cross-section of countries But this contribution occurs only insofar as stronger democratic institutions are associated with greater quality of governance

Democracy, Governance, and Economic Growth: Theory and Evidence

MacKuen, Erikson, and Stimson (1996) argue for a "banker" model of the electorate in which the expectations of economic experts flow through the news media to the mass public, then influencing presidential approval. Using business elites' expectations and retrospections, a content analysis of print media, and the electorate's presidential approval ratings, we evaluate the parts of this process. We find that news is not transmitted unchanged between elites and the public. Rather, there is partial news autonomy, by which the media assist in interpreting economic conditions. Also, political events and objective indicators of the economy have considerable impact on both news reports and mass expectations. Finally, it is elite retrospections that influence the electorate's economic expectations. While the mass public holds less sophisticated views than those of elites, we argue that this does not mean the electorate is naive or that its own prospective views of the economy are politically inconsequential.

The process of globalization enables multinational enterprises to source, produce and sell on a world-wide basis In many cases multinational companies operate in countries with poor social and environmental conditions- The power of individual nation states to establish and control the rules of the economic system is fading, both in the industrialized and in the developing countries Instead, there is a downward spiral of social and environmental standards At the same time, the efforts of intergovernmental organizations to create a new world order have not made much progress- Under these conditions, the multinational firm must fill the gap between economic possibilities and ethical requirements, ie the multinational firm must behave as a moral actor The economic power of multinational firms should be used to define and to enforce humane working conditions world-wide- The US Model Business Principles are based on this idea However, their legitimacy can be questioned Therefore, one has to consider their underlying philosophical grounding and has to reconsider the economic motivations for multinational firms to conduct themselves in an efficient and ethically sound way- For maintaining global peace and stability the confidence of people in the fairness of global competition is necessary In order to preserve this confidence, joint efforts by governments, MNEs, intergovernmental organizations, and NGOs are necessary Today, MNEs are key actors in this endeavor

The liberalisation and integration of markets tends to significantly increase the negative externalities which domestic competition policies and corporate competition strategies may cause abroad An internationalisation of competition policy, without completely removing the ?competition among competition rules?, could be an appropriate response to this development A supranational framework for the regulation of competition would above all have to contain a mechanism by which the bias of national competition policies towards discriminating between domestic and foreign markets could be overcome and distortions of international competition eliminated ?at the source? The countries most heavily affected by anti-competitive business practices would seize the initiative in enforcing the country-of-origin principle in competition policy supported by the WTO dispute-settlement procedure

In diesem Papier werden die politischen und okonomischen Anreize zur Vereinbarung des Freihandelsabkommens zwischen der EU und Mexiko bewertet. Dafur werden die europaische und mexikanische Handelspolitik analysiert und der multilaterale Zusammenhang der Bildung von Freihandelsabkommen betrachtet. Daruber hinaus werden die Auswirkungen des Freihandelsabkommens auf der disaggregierten dreistelligen Ebene des internationalen Warenverzeichnisses fur den Ausenhandel geschatzt. Die Ergebnisse zeigen, das in einem begrenzten Bereich von Produktgruppen signifikante Handelseffekte zu erwarten sind und das die EU starker als Mexiko vom Abkommen profitieren wird.

Preferential trade agreements : the case of EU-Mexico

The oil price increases of the 1970s left deep marks on the world economy. They led to a massive redistribution of income in favor of oil-producing countries, and caused serious disruption of growth, imbalances in foreign trade, and problems of stability in oil-importing countries. Despite the present levelling off, the authors suggest that more price increases remain a distinct possibility. "Oil and the International Economy "examines the effects of rising oil prices on the international financial system and identifies ways that oil-importing countries can overcome the financial and adjustment problems caused by them.
