Policy shifts, developer contributions and land value capture in London 2005–2017

Welfare and housing regime literature has treated nation states as being uniform regime types. However, there is growing interest in the possible development of distinct regimes below the level of nation states. This article applies regime theory though a robust analytical framework to the devolution of social housing policy to the Scottish Parliament and Welsh and Northern Ireland Assemblies within the UK. We establish that prior to devolution, the UK’s social housing regime was firmly located within a residual model, but one that operated as a ‘safety net’. Particularly since the adoption of austerity by the UK Government in 2010 and divergence in political outlook between UK and devolved administrations, England’s social housing regime is beginning to morph into an ‘ambulance service’, whilst the ‘safety net’ model is being maintained in Northern Ireland and Wales, and strengthened in Scotland. Albert Hirschman’s 1970 work Exit, Voice and Loyalty, which considers the interaction of responses to dissatisfaction with an organization, product or country, has been drawn on by social scientists to look at concepts as diverse as health care provision, marital relationships, shareholder activism and strike activity. This paper reviews ways that the exit–voice framework has been drawn on to discuss issues related to housing: first, homeowners’ responses to neighbourhood decline and homeless people’s response to policing of their space; second, council tenants’ response to opportunities to buy their council home or to become involved in participation schemes; and third, private tenants’ responses to dissatisfaction in their homes. The Application of Hirschman’s Exit-voice Framework to Housing Studies: A Review and Some Ways Forward

This paper explores resident experiences of life in PLACE/Ladywell, a “popup” social housing scheme in London providing temporary accommodation for homeless families. Specifically, we consider barriers to, and assertions of, homemaking in this temporary setting through fixtures and fittings—a door lock, wall stickers, and a fireplace. The paper utilises assemblage thinking to understand homemaking within these time-limited and constrained circumstances. Despite their seeming banality, fixtures and fittings offer a material, politicised, and lively means of studying the attempted and thwarted production of home by residents living in PLACE/Ladywell. The absence of door locks reduces parents’ ability to maintain privacy and intimate relations; restrictions on hanging pictures and other decorative measures are circumvented by the use of wall stickers; and a defiant decorative fireplace establishes a sense of home in a temporary setting. Together, these objects constitute vital elements in negotiations between fixity and impermanence in temporary accommodation.
