Course Description In this course, we will explore the question of the actual and potential connections between democracy and education. Our focus of attention will be placed on a critical examination of democratic theory and its implications for the civic education roles and contributions of teachers, adult educators, community development practitioners, and community organizers. We will survey and deal critically with a range of competing conceptions of democracy, variously described as classical, republican, liberal, radical, marxist, neomarxist, pragmatist, feminist, populist, pluralist, postmodern, and/or participatory. Using narrative inquiry as a means for illuminating and interpreting contemporary practice, we will analyze the implications of different conceptions of democracy for the practical work of civic education.

The main question this chapter addresses is: Why are online discussions across social media and news site comment streams so susceptible to incivility? I argue that a lack of civility in public debate is not new, but online communication is particularly suited to turning nasty because it is so public and messages can go viral in seconds. So even one uncivil comment can spark a chain reaction that gets many people enraged rather quickly. Therefore, the attributes of the digital space that make it so suitable for engaging with other people also offer great opportunity for a legitimate topic of debate to turn into a violent, verbal melee with a lightning speed unknown in earlier days.

Nasty Talk Online

An experiment with 953 participants shows robust support for the “defensive effect,” which predicts that uncivil disagreement can jumpstart a chain reaction that leads to greater political participation. Results show that when people were confronted with news story comments that disagreed with their own views in a nasty way, this led first to negative emotions and then to great intention to get politically involved. Civil disagreement did not provoke this effect. Results suggest emotional responses to incivility have the potential to engage the electorate in positive ways if properly channeled.

Testing the “Defensive Effect”

This chapter explores the concept of deliberative democracy specifically in the context of online discussions across a broad range of topics. I argue that deliberation—including online disagreement—is vital to the vigorous public debate that is a hallmark of a democratic society. It allows all people to take part in the discussions that may shape decision-making in society, rather than a mere few. I argue that this form of communication takes on greater urgency online because the computer-mediated sphere offers more opportunity for people to speak out, so more informed voices might be drowned out. As a result, there is a greater need to create an online space that is open to a wide variety of viewpoints.
